Entry

Representatives of the media (journalists, photographers, operators) are guaranteed entry to the Riigikogu building for the performance of their work. Entry is through the left-hand lobby where visitors are asked to provide their identity documents. We also ask representatives of the media to be sure to carry their press card issued by a media organisation. A security check is carried out on visitors in the lobby. Photography and filming of the security area in the lobby is not permitted.
Representatives of the media who have received permanent accreditation from the Public Relations Department of the Chancellery of the Riigikogu receive an entry pass from the administrator or a member of security staff when they enter the building and can proceed into the building. Representatives of the media who do not have permanent accreditation are received by a member of the Public Relations Department. Please note: Journalists (both with and without accreditation) who wish to work in the Riigikogu building in a weekend or after working hours are asked to arrange well in advance their entry into the building with a person who will receive them.
During exceptional events (e.g., election of the President of the Republic), the Public Relations Department may organise separate accreditations and in such cases the system of permanent accreditations does not apply.

During the sittings of the Riigikogu, journalists can watch proceedings, photographers can take photos and operators can film from the press gallery or, if free space is available, from the visitors’ gallery. Visitors on the press gallery and the visitors’ gallery are asked to maintain silence and not to disturb the sitting of the Riigikogu.
Photography and filming are not permitted in the security area of the lobby of Toompea Castle and the ground-floor cafeteria and the first-floor café.
