Tours and tour guides

Toompea Castle is open to the public. Our professional tour guides give visitors free guided tours of the Riigikogu and speak of the history and the work of the Riigikogu. Book an interesting and free guided tour.

Guided tours

• Groups (10-35 people).
• Tours centre around the work of the Riigikogu and a brief overview about history of the Toompea Castle.
• Previously registered group tours take place from Monday to Thursday from 10.00-15.00 and on Friday 10.00-13.00.
• NB! Guided tours need to be booked in advance. There are no group tours without registration! On Saturdays and Sundays Parliament buildings are closed to visitors. 
• The maximum group size is 35 people. Minimum group size is 10 people.
• In Estonian, English or Russian.
• Duration of the guided tour 45 minutes.

Toompea Castle is a part of Parliament buildings and is included briefly in a guided tour. All the tours focus mostly on Parliment’s work and structure. 

Tours for individual visitors

From September 4 to October 30, 2026, we will organize English-language guided tours with pre-registration for individual visitors at the Riigikogu building on Fridays starting at 11 a.m.

Advance registration through the booking system and a valid photo ID are required for entry.

Please register! All participants must register for the tour in advance through the booking system. It is not possible to join the tour without a prior booking.

In the booking system, select the English-language tour and choose the tour intended for individual visitors. After entering your first and last name, date of birth (including the year), and contact details, you will receive a confirmation email.

Please note:

• Registration is not available at the security desk.
• A maximum of 35 participants can join each tour. Once the tour is fully booked, registration will close.

The entrance is located under the balcony of Toompea Palace, at the door on the left-hand side. Please arrive approximately 15 minutes before the tour starts to allow enough time for the security check.

A valid photo ID must be presented at the security entrance (ID card, passport, driver’s licence, or student ID).

Bookings for other dates and times are available only for groups of at least 10 participants. If fewer than 10 people are registered, the booking will be cancelled.

Entrance

Entrance is available only for pre-booked tours or individual visitors tours on available times in our booking system. All the tours are accompanied by Parliament’s professional guides. 

Entry to the Riigikogu is from the right hand foyer. Tour programme may change in connection with events organised in the Riigikogu.

The Tall Hermann Tower is not open to visitors during regular tours. It is open to the public three times a year: on the Riigikogu Open House Day in April, on the National Flag Day on 4th June, and on the Day of Restoration of Independence on 20 August.
