Memorandum is a communication that you can use to make proposals to the Riigikogu or its Chancellery on the organisation of work or developing certain areas. You can also use a memorandum to inform us about issues related to public life and governance.

A memorandum can be submitted electronically, on paper or orally.

We have 30 days to respond to the memorandum. In particularly complicated matters, the term for responding may be extended to up to two months. In this case we will inform you about the extension and the reasons behind it.

In case of oral communications, the Secretary General of the Riigikogu will organise a meeting with a competent official, or will receive the submitter of the communication themselves.

Reception hours

The Secretary General of the Riigikogu receives members of the public in issues of the Chancellery from 1 to 4 p.m. every first Friday of the month.

In order to register you need to:

  • briefly explain the issue or submit a question you want answered, and
  • leave your contact information (phone number and e-mail address) in order to confirm the time, the topic or other details of the meeting, if need be.
