{"id":33255,"date":"2016-05-03T10:46:04","date_gmt":"2016-05-03T07:46:04","guid":{"rendered":"https:\/\/www.riigikogu.ee\/pressiteated\/anti-corruption-select-committee-wants-add-lobbying-rules-good-practice-members-riigikogu\/"},"modified":"2026-08-26T19:32:14","modified_gmt":"2026-08-26T16:32:14","slug":"anti-corruption-select-committee-wants-add-lobbying-rules-good-practice-members-riigikogu","status":"publish","type":"post","link":"https:\/\/www.riigikogu.ee\/en\/pressiteated\/anti-corruption-select-committee-wants-add-lobbying-rules-good-practice-members-riigikogu\/","title":{"rendered":"Anti-Corruption Select Committee wants to add lobbying rules to the Good Practice of Members of the Riigikogu"},"content":{"rendered":"<p>In the opinion of Chairman of the Anti-Corruption Select Committee <strong>Artur Talvik<\/strong>, this would be the first step in regulating the lobbying activities of the members of the Riigikogu. \u201cAdding these provisions to the Good Practice would help remind both the legislators and the lobbyists of the principles that should be taken as guidance in lobbying activities,\u201d Talvik said.<\/p>\n<p>The Chairman of the Anti-Corruption Select Committee noted that the stakeholders were already being involved in the legislative process. Considering the importance of the topic, it is necessary in Talvik\u2019s opinion to strive for even better, higher-quality and more transparent legislative work. \u201cWith our committee, we have reopened the debate on whether there should be lobbying rules. During the debate, we have also found that the members of the Riigikogu have different understanding of lobbying activities. Therefore it is important to write down the lobbying rules and to create a common lobbying culture,\u201d Talvik said.<\/p>\n<p>\u201cBesides establishing lobbying rules, the Committee wishes that the Good Practice would not be just a paper in the folder for members of the Riigikogu, but would be really implemented and followed by them,\u201d Talvik added.<\/p>\n<p>The purpose of amending the Good Practice of Members of the Riigikogu is to increase the transparency and openness of the activities of the members of the Riigikogu. In the opinion of the Anti-Corruption Select Committee, Estonia has to continue its efforts in the field of supervision and sanctions in order to ensure that the members of the Riigikogu observe the Good Practice.<\/p>\n<p><a href=\"https:\/\/www.riigikogu.ee\/en\/pressiteated\/good-practice-of-members-of-the-riigikogu-with-case-examples\/\">Good Practice of Members of the Riigikogu<\/a><\/p>\n<p><a href=\"https:\/\/www.riigikogu.ee\/too-ja-tegevus\/dokumendiregister\/dokument\/ec131425-e15b-4380-9c88-ff660d9a2d2f\/\">Submitting of the amended draft of the Good Practice of Members of the Riigikogu<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Anti-Corruption Select Committee of the Riigikogu (Parliament of Estonia) sent the proposals for amending the Good Practice of Members of the Riigikogu to the Council of Elders of the Riigikogu.
