In addition to the workplaces of the 101 members of the Riigikogu, there are also seats for the chair of the sitting, for the Government and the President of the Republic, and also for diplomats and journalists in the Session Hall.<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/www.riigikogu.ee\/wp-content\/uploads\/2015\/06\/Riigikogu-istungisaal_Paul-Kuimet-1024x682.jpg\" alt=\"\"\/><\/figure>\n\n\n\n<div style=\"height:26px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">The most important workroom<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The convent house that had been built in the inner courtyard of Toompea Castle in the 13th century was made into a prison in the 19th century. The new Riigikogu building was erected at the place where the convent house once stood and opened in autumn 1922. Since then, all laws and resolutions of the Republic of Estonia have been passed in that building.<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<figure class=\"wp-block-image aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/www.riigikogu.ee\/wp-content\/uploads\/2015\/06\/Riigikogu-esimees-oma-t-laua-taga-istungit-juhatamas-taamal-n-ha-valitsusliikmete-ja-presidendi-kohad-300x200.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">Chair of the sitting at his seat, behind him are the boxes for the members of the Government and the President<\/figcaption><\/figure>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p class=\"wp-block-paragraph\">In the front end of the Session Hall, there is the table of the&nbsp;<span data-tooltip=\"The chair of the sitting, who is one of the members of the Board of the Riigikogu, i.e. the President, the First Vice-president of the Second Vice-President of the Riigikogu, sits at the Board table. The other two members of the Board sit at their seats in the Hall. The seat to the right of the chair of the sitting is always empty, the seat on ht eleft is occupied by the adviser.\" class=\"has-tooltip\">chair of the sitting of the Riigikogu<\/span>, and in the niches behind it, if you look from the direction of the hall, on the left there is&nbsp;<span data-tooltip=\"On Mondays the members of the Government reply to the interpellations submitted by members of the Riigikogu. On Wednesdays, Question Time is held in the Session Hall, where usually three ministers and the Prime Minister answer the questions of the members of the Riigikogu. On other days the ministers may present reports in the Session Hall.\" class=\"has-tooltip\">the box of the Government<\/span>&nbsp;and on the right, the&nbsp;<span data-tooltip=\"The President of the Republic visits the Session Hall a couple of times a year on festive occasions.\" class=\"has-tooltip\">box of the President of the Republic<\/span>. The cave-like boxes at the back of the hall were originally meant for the press. The door behind the seat of the chair of the sitting is used only by the President of the Riigikogu.<\/p>\n<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The Press Balcony on the western side of the Session Hall of the Riigikogu is intended for journalists and diplomats. On the northern side, there is the balcony for visitors with three openings, where everybody who is interested can come to watch the sitting of the parliament.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Architecture<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In the beginning of the 1920s, the Riigikogu building with its&nbsp;<span data-tooltip=\"Expressionism is an avant-garde movement in art, literature and music that emerged in the beginning of the 20th century. It opposed realism, and stressed the subjective, pessimistic and tragic perception of life. In painting, it is characterised by deformed shapes and intensive colours. In a narrower sense, Expressionism is connected with the German groups Br\u00fccke and Blauer Reiter. Representatives: in painting E. Munch, O. Kokoschka, E. L. Kirchner; in music A. Sch\u00f6nberg, A. Berg ja E. K\u0159enek.\" class=\"has-tooltip\">Expressionist style exterior<\/span>&nbsp;was considered one of the most modern parliamentary buildings in the world.<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The interior of the building, including the Session Hall and its furniture, are also in that style. The Session Hall of the Riigikogu extends through two floors. Its most outstanding features are the arched ceiling, balconies and niches of the Government and President\u2019s boxes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The arching pleated ceiling can be regarded as the most attractive feature of the Session Hall of the Parliament. The walls are separated from the ceiling by a zigzag cornice, behind which lamps are hidden. The use of reflected light emitted by hidden luminaires was a very innovative approach in the 1920s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The pointed arch motif created by curve of the ceiling at the intersection of the pleats is a reminder that the building was erected between the walls of a castle built during the Gothic period. Under the zigzag cornice there is a ball frieze, which was originally used for ventilation.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<figure class=\"wp-block-image aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/www.riigikogu.ee\/wp-content\/uploads\/2015\/06\/Riigikogu-istungisaali-lagi_Paul_Kuimet-243x366.jpg\" alt=\"\"\/><figcaption class=\"wp-element-caption\">The arching pleated ceiling of the Session Hall of the Riigikogu<\/figcaption><\/figure>\n<\/div>\n<\/div>\n\n\n\n<blockquote class=\"wp-block-quote is-style-info is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The longest speech ever delivered from the rostrum of the Riigikogu was given by a member of the Farmers\u2019 Assemblies M\u00e4rt Martinson. His speech at the sitting on 15 February 1929, that lasted for almost 24 hours, lasted altogether 11 hours.<\/p>\n<\/blockquote>\n\n\n\n<h3 class=\"wp-block-heading\">Interior design<\/h3>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<figure class=\"wp-block-image aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"1024\" src=\"https:\/\/www.riigikogu.ee\/wp-content\/uploads\/2026\/09\/aFEP_7569-1024x1024.jpg\" alt=\"\" class=\"wp-image-257925\" srcset=\"https:\/\/www.riigikogu.ee\/wp-content\/uploads\/2026\/09\/aFEP_7569-1024x1024.jpg 1024w, https:\/\/www.riigikogu.ee\/wp-content\/uploads\/2026\/09\/aFEP_7569-300x300.jpg 300w, https:\/\/www.riigikogu.ee\/wp-content\/uploads\/2026\/09\/aFEP_7569-150x150.jpg 150w, https:\/\/www.riigikogu.ee\/wp-content\/uploads\/2026\/09\/aFEP_7569-768x768.jpg 768w, https:\/\/www.riigikogu.ee\/wp-content\/uploads\/2026\/09\/aFEP_7569-1536x1536.jpg 1536w, https:\/\/www.riigikogu.ee\/wp-content\/uploads\/2026\/09\/aFEP_7569-2048x2048.jpg 2048w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The colour scheme of the Session Hall is also typical of Expressionism: lemon yellow ceiling, ultramarine blue walls and rust brown sides of the window and door openings decorated with the zigzag motif. The cold yellow tone of the ceiling was balanced by the warm yellow tones in the lower part of the room. The warm tones were created by the wooden parquetry floor and light birch veneer furniture. The furniture was enlivened by contrasting black details and the dark blue Manchester plush of the seats, which harmonised with the rows of black balls above the press boxes. Such a colour scheme was not widespread in the 1920s, and the members of the parliament were not very happy with it. <\/p>\n<\/div>\n<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">In 1926 they sent a letter to&nbsp;<span data-tooltip=\"Kaarel Eenpalu was the President of the Riigikogu from 22 June 1926 to 2 July 1929.\" class=\"has-tooltip\">the President of the Riigikogu<\/span>, complaining that because of the light-absorbing dark wall, it was too dark for them to read, and their eyes and heads hurt. Architect&nbsp;<strong>Herbert Johanson<\/strong>, who had designed the building, replied that the Chancellery should place more powerful light bulbs behind the cornice and repaint the ceiling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In order to create a single composition for the Riigikogu building and the Session Hall, the architects also designed the furniture. It was made in the Luther Furniture Factory in Tallinn according to the drawings of&nbsp;<strong>Eugen Habermann<\/strong>&nbsp;and&nbsp;<strong>Herbert Johanson<\/strong>. As it was not possible to obtain curly birch from Finland, it was decided to cover the furniture with Estonian silver birch veneer.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Renovation<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The present appearance of the Session Hall follows its original design from the beginning of the 1920s. It was restored during the large-scale renovation in summer 1997, led by interior designer Leila P\u00e4rtelpoeg. Old photos were used to restore the original interior of the hall. Paint samples were taken from the walls.
