{"id":1736,"date":"2026-03-26T17:20:49","date_gmt":"2026-03-26T15:20:49","guid":{"rendered":"https:\/\/www.riigikogu.ee\/riigikogu\/valisdelegatsioonid\/delegation-to-the-interparliamentary-assembly-of-the-republic-of-estonia\/"},"modified":"2026-09-07T15:22:53","modified_gmt":"2026-09-07T12:22:53","slug":"pace","status":"publish","type":"delegation","link":"https:\/\/www.riigikogu.ee\/en\/riigikogu\/delegations\/pace\/","title":{"rendered":"Delegation to the Parliamentary Assembly of the Council of Europe"},"content":{"rendered":"\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>The Riigikogu Delegation to the Parliamentary Assembly of the Council of Europe (PACE) represents our country and defends Estonia&#8217;s interests in the Council of Europe, contributing to the implementation of the objectives and policies of the Council of Europe and participating in the work of the committees of the Parliamentary Assembly.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Riigikogu Delegation to the PACE consists of the Chairman and members of the delegation. All members of the delegation participate in plenary sessions where documents (e.g. resolutions) are adopted. The Chairman\u2019s task is to represent the Riigikogu in the Standing Committee, which works during the periods between plenary sessions. The members of the delegation also have to take part in the work of the nine specialised committees of the PACE.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Petra Bayr<\/strong>\u00a0was elected the President of the PACE on 26 January 2026, and the head of the Estonian delegation to the PACE\u00a0<strong>Kadri Tali<\/strong>\u00a0was appointed one of the Vice-Presidents. The Committee on Legal Affairs and Human Rights elected the member of the Estonian delegation\u00a0<strong>Eerik-Niiles Kross<\/strong>\u00a0as its Chairperson.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The delegation prepares overviews and summaries of the PACE meetings, informing the <a href=\"https:\/\/www.riigikogu.ee\/en\/riigikogu\/commitees\/foreign-affairs-committee\/\" data-type=\"committee\" data-id=\"1044\">Foreign Affairs Committee<\/a> and the plenary assembly of the Riigikogu of their work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Estonia became a member of the Council of Europe on 14 May 1993. Since then, our country is represented in the Parliamentary Assembly of the Council of Europe by the Riigikogu delegation that&nbsp;<span data-tooltip=\"The Riigikogu forms the delegation of its members for the term of office of one composition of the parliament. The Delegation is formed by a Riigikogu resolution that is submitted by the Foreign Affairs Committee. The parliamentary groups of the Riigikogu make proposals to the Foreign Affairs Committee on which members should be appointed to the delegation.\" class=\"has-tooltip\">is formed<\/span>&nbsp;&nbsp;within three months after the convening of the new Riigikogu.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<figure class=\"wp-block-image aligncenter size-large\"><img decoding=\"async\" src=\"https:\/\/www.riigikogu.ee\/wpcms\/wp-content\/uploads\/2014\/11\/ENPA-Strasbourgi-t%C3%A4iskogu-1024x682.jpg\" alt=\"ENPA t\u00e4iskogu istung Strasbourgis\"\/><figcaption class=\"wp-element-caption\">PACE Plenary Session in Strasbourg<\/figcaption><\/figure>\n<\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Council of Europe<\/h3>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The aims of the Council of Europe are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>to defend&nbsp;<span data-tooltip=\"Pluralist democracy is a modern form of democracy that stresses the plurality of interests and values, the will of interest groups to participate in the life of the society and the possibility to stand for it.\" class=\"has-tooltip\">political pluralism<\/span>&nbsp;and human rights;<\/li>\n\n\n\n<li>to promote the cultural identity of Europe and contribute to its development;<\/li>\n\n\n\n<li>to search for solutions to problems faced by the countries of Europe (national minorities,&nbsp;<span data-tooltip=\"Xenophobia is hatred towards foreigners, or hostile attitude towards people who come from another country or belong to another ethnic group. A xenophobe does not respect different traditions or cultures.\" class=\"has-tooltip\">xenophobia<\/span>, intolerance, environment protection,&nbsp;<span data-tooltip=\"Bioethics is usually understood as field of ethics that deals with ethical problems connected with human body. Traditional issues of bioethics concern abortions, human genetic engineering, organ transplantation, euthanasia, etc.\" class=\"has-tooltip\">bioethics<\/span>, AIDS, drug addiction, etc.);<\/li>\n\n\n\n<li>to develop political partnership with new democratic countries in Europe;<\/li>\n\n\n\n<li>to help the countries of Central and Eastern Europe to implement political, legislative and&nbsp;<span data-tooltip=\"Implementation of constitutional reforms means establishing democratic structures in countries where democracy is still young.\" class=\"has-tooltip\">constitutional reforms<\/span>.<\/li>\n<\/ul>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The Council of Europe was founded on 5 May 1949 by ten Western European states by the intergovernmental Treaty of London. The founders of the Council were Belgium, Ireland, Italy, Luxembourg, the Netherlands, Norway, Sweden, France, Denmark and the United Kingdom. At present the Council of Europe has <a href=\"https:\/\/www.coe.int\/en\/web\/portal\/46-members-states\" target=\"_blank\" rel=\"noreferrer noopener\">46 Member states<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The permanent headquarters of the Council of Europe are in the Palace of Europe in Strasbourg, France.<\/p>\n<\/div>\n<\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-8f761849 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<h3 class=\"wp-block-heading\">Parliamentary Assembly of the Council of Europe<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Parliamentary Assembly of the Council of Europe or PACE is the oldest&nbsp;<span data-tooltip=\"The Parliamentary Assembly of the Council of Europe is a forum representing it 46 member states. It was established on the basis of the intergovernmental treaty, and its diverse composition is made up of democratically elected members of parliaments.\" class=\"has-tooltip\">parliamentary assembly<\/span>&nbsp;in Europe. Its first session was held on 10 August 1949. The task of the Council of Europe is to protect the fundamental values of its member states: human rights, the principle of the rule of law, and democracy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Plenary session of the PACE meets four times a year: in January, April, June and September or October. The most important documents the plenary session works with are <a href=\"http:\/\/www.conventions.coe.int\/Treaty\/Commun\/ListeTraites.asp?CM=8&amp;CL=ENG\" target=\"_blank\" rel=\"noreferrer noopener\">around 160 legally binding agreements and conventions<\/a>, and recommendations to the governments of member countries in basic issues of society. The official languages of the Assembly are English and French; German and Italian are also used as working languages.<\/p>\n<\/div>\n\n\n\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:33.33%\">\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<blockquote class=\"wp-block-quote is-style-info is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">On 26 January 2026, Kadri Tali, Head of the Estonian delegation to PACE, was confirmed as one of the Vice-Presidents.<\/p>\n<\/blockquote>\n<\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Committees<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Members of the Riigikogu Delegation to the PACE take part in the work of specialised committees.
