In January 1934, the new Constitution entered into force, in March martial law was declared and the activities of the Riigikogu were discontinued. The members of the 5th Riigikogu represented six political parties and election coalitions. The United Farmers Party, the National Centre Party and the Estonian Socialist Workers Party had the greatest number of seats.
