Today in the Riigikogu
The Riigikogu decided with 55 votes in favour (no votes against and no abstentions) to waive Jaanus Tamkivi the deputy immunity. The decision was preceded by the motion of the Chancellor of Justice Allar Jõks to waive the deputy immunity of the Member of the Riigikogu and to bring criminal charges against him pursuant to § 289 of the Penal Code.
As a Mayor of Kuressaare, Tamkivi performed acts to lay pavements and kerbs and to install street lights that were contested by the court. Tamkivi was acquitted by the court of first instance, a notice of appeal was submitted on this court judgment. Since 2 June, 2005 Tamkivi is the alternate member of the Riigikogu, subject to deputy immunity. In order to resume judicial proceedings, it was necessary to waive the immunity of the representative of the people.
The Riigikogu concluded the first reading of the Bill on Amendments to the Health Care Services Organisation Act (679 SE), initiated by Members of the Riigikogu Kaarel Pürg, Mai Treial and Leino Mägi.
The Riigikogu rejected the Estonian Development Fund Bill (635 SE), initiated by the Isamaaliit Faction, from the legislative proceeding.
