The Riigikogu rejected three Bills from legislative proceeding:

On the motion of the Constitutional Committee, the Draft Resolution of the Riigikogu On Making a Proposal to the Government of the Republic (851 OE), submitted by the Isamaaliit Faction and Social Democratic Party Faction, was withdrawn from legislative proceeding. 30 members of the Riigikogu were in favour of the Bill (no one against and no abstentions), the majority of votes would have been needed. Pursuant to the Bill, the persons who were convicted by Soviet courts in the struggle for the independence of the Republic of Estonia would have been given an additional possibility for submitting rehabilitation applications.

On the motion of the Social Affairs Committee, the Riigikogu rejected with 42 votes in favour (19 votes against) the Bill on Amendments to § 26 of the State Pension Insurance Act (826 SE), initiated by the Social Democratic Faction, from the legislative proceeding. The Bill would have connected the increase in pensions with the increase in budget revenue subject to taxation with social taxes.

On the motion of the Finance Committee, the Riigikogu rejected with 46 votes in favour (16 against) the Bill on Amendments to the Income Tax Act (817 SE), initiated by the Isamaaliit Faction, from the legislative proceeding. The objective of the Bill was to enable employers to cover the costs of the employees’ further training, sports and health care without paying fringe benefits prices.
