The Riigikogu passed with 49 votes in favour (11 against) the Resolution of the Riigikogu On the Appointment of Members of the Council of the Foundation Established for the Use of Proceeds from the Environmental Usage to the State Budget (65 OE), submitted by the Environment Committee. Members of the Riigikogu Kalvi Kõva, Erki Nool, Rain Rosimannus and Margus Tsahkna were appointed as members of the Supervisory Board of the Environment Centre Foundation.  

The Riigikogu passed with 51 votes in favour (12 against) the Resolution On the Appointment of Members of the Supervisory Board of the State Forest Management Centre (66 OE), submitted by the Environment Committee. Members of the Riigikogu Tõnis Kõiv and Tiina Oraste were appointed as members of the Supervisory Board of the State Forest Management Centre.

The Riigikogu passed with 78 votes in favour the Resolution On the Appointment of Members of the Supervisory Board of the Stabilisation Reserve Fund (51 OE), initiated by the Finance Committee. Members of the Riigikogu Raivo Järvi, Inara Luigas, Eiki Nestor and Marek Strandberg were appointed as members of the Supervisory Board of the Stabilisation Reserve Fund.

The Riigikogu concluded the first reading of five Bills:

The first reading of the Status of Member of the Riigikogu Bill (54 SE), initiated by the Estonian Centre Party Faction, Estonian Reform Party Faction, Estonian People’s Union Faction, Estonian Green Party Faction, Pro Patria Union Faction and Social Democratic Party Faction, was concluded. The purpose of the Bill is to develop further the parliamentarism in Estonia, reorganise the activities of the Riigikogu and the status of its members, and to specify the legal status and the rights and obligations of the members of the Riigikogu. The Bill was sent to the second reading.

The first reading of the Bill on Amendments to the Waste Act (45 SE), initiated by the Environment Committee, was concluded. The Bill was initiated due to the need to reorganise the regulation related to the submission of a consignment note. The Bill was sent to the second reading.

The first reading of the Bill on Amendments to the Earth’s Crust Act (20 SE), initiated by the Estonian Centre Party Faction, Estonian People’s Union Faction and Estonian Green Party Faction, was concluded.  Pursuant to the amendment stipulated by the Bill, the Riigikogu approves the 2007-2015 Oil-Shale Use National Development Plan. The Bill was sent to the second reading.

The first reading of the Bill on Amendments to the Parental Benefits Act (44 SE), initiated by the Government of the Republic, was concluded. The Bill extends the period of the payment of the parental benefits by four calendar months or 120 days. The benefit will be granted from the date on which the right to benefit arises until 575 days have passed after the grant of maternity benefits.  The enforcement of the Act is planned for 1 January 2008. The Bill was sent to the second reading.

The first reading of the Rescue Service Bill (8 SE), initiated by the Estonian Centre Party Faction, was concluded. The Act stipulates the organisation of the rescue service and the legal status of rescue officials The Bill was sent to the second reading.

On the motion of the Social Affairs Committee, the Bill on Amendments to the State Pension Insurance Act (2 SE), initiated by the Estonian Centre Party Faction, was rejected with 42 votes in favour at the first reading. 26 members of the Riigikogu voted against the rejection, 1 member of the Riigikogu abstained. The Bill was withdrawn from legislative proceeding.
