The Riigikogu passed the following Acts:

The Riigikogu passed with 72 votes in favour the Constitutional Review Proceedings Act and Riigikogu Rules of Procedure Act Amendment Act (762 SE), initiated by the Constitutional Committee. The Act creates a proceeding, on the basis of which the Riigikogu may turn to the Supreme Court for interpretations about the combined influence of the Constitution and the European Union legislation.

The Riigikogu passed with 68 votes in favour the Business Code Amendment Act (777 SE), initiated by the Legal Affairs Committee. The Act harmonises the liability of a member of the management board of a private limited company with the liability of a member of the management board of a public limited company.

The Riigikogu passed with 69 votes in favour the Plant Propagating and Plant Variety Rights Act (746 SE), initiated by the Government of the Republic. The act regulates the determination and use of a plant variety, placing a variety under protection, the rights of the owner of a protected variety, the production of seeds and vegetative propagating material and cultivating material for commercial purposes, including packaging, marketing and transport to Estonia, state supervision and liability for the violation of the present Act and the legal acts established pursuant to this Act.

The Riigikogu passed with 73 votes in favour the Plant Protection Act and State Fees Act Amendment Act (757 SE), initiated by the Government of the Republic. The purpose of the Act is to solve the problems emerged in the implementation of the Plant Protection Act, to unify the text of the Act and to harmonise it with the legal acts of the European Union.

The Riigikogu passed with 68 votes in favour (2 vote abstentions) the Copyright Act Amendment Act (710 SE), initiated by the Government of the Republic. The purpose of the Act is to bring the provisions of valid legislation from the level of regulations to the level of acts. Up till now, remunerations for the use of audiovisual works and sound recordings of the works have been established by Minister of Culture, although, pursuant to the Constitution, the remunerations as well as fees and taxes must be established by law.

The Riigikogu concluded the second reading of the Bill on Amendments to the Liquid Fuel Stocks Act (772 SE), initiated by the Estonian Centre Party Faction Estonian Reform Party Faction and Estonian People’s Union Faction. The motion of the Isamaaliit Faction to suspend the second reading was not supported. 19 members of the Riigikogu were in favour of the motion, 54 against it.

The Riigikogu concluded the first reading of the Draft Resolution of the Riigikogu On the Approval of the Common Development Plan for the Years 2006-2008 of the Estonian Television and Estonian Radio (785 OE), submitted by the Cultural Affairs Committee.
