The Riigikogu stipulated social guarantees of the President’s spouse
The Riigikogu passed the following Acts:
With 75 votes in favour the Code of Civil Procedure, Code of Enforcement Procedure and Associated Acts Amendment Act (779 SE), initiated by the Government of the Republic. The Act creates a possibility for cross-usage of different judicial registers, and notaries are entitled to confirm the authenticity of documents electronically. Pursuant to the Act, the state supervision over the bailiffs’ and notaries’ activities will remain solely in the competence of the Ministry of Justice.
With 69 votes in favour the President of the Republic Official Benefits Act, Income Tax Act and Social Tax Act Amendment Act (805 SE), initiated by the Estonian Reform Party Faction, Estonian Centre Party Faction and Estonian People’s Union Faction. The Act provides for the representation allowance to the spouse of the President, the amount of which forms 30 percent of the President’s official salary. The spouse of the President is also entitled to have a secretary at her disposal and to use an official car at the expense of the state.
With 72 votes in favour the Act on Amendments to the Acts Related to the Issue and Use of Privatisation Vouchers (788 SE), initiated by the Government of the Republic. The Act extends the use of privatisation vouchers as means of payment for the privatisation of land and living quarters by another six months – until 31 December 2006.
