The Riigikogu passed five Acts:

The Riigikogu passed with 51 votes in favour (25 against) the Act on Amendments to the Government of the Republic Act and Other Acts Arising Therefrom (748 SE), initiated by the Estonian People’s Union Faction, Estonian Centre Party Faction and Estonian Reform Party Faction. The Act specifies the competence of the Minister of Regional Affairs in administrating the spheres in his/her subordination, as well as the competences of the Ministry of Internal Affairs, the Ministry of Environment and the Government of the Republic.

The Riigikogu passed with 68 votes in favour the Act on Amendments to the Persons Repressed by Occupying Powers Act (803 SE), initiated by the Government of the Republic. Pursuant to the Act, a person who suffered repressions in the hands of occupying powers can include the duration of repressions by a preferential arrangement in calculating the years of pensionable service accumulated in Estonia, if this person was arrested or sent into a custodial institution in Estonia or deported from Estonia.

The Riigikogu passed with 62 votes in favour (3 against, 1 abstention) the Earth’s Crust Act Amendment Act (824 SE), initiated by Estonian People’s Union Faction, Estonian Centre Party Faction and Estonian Reform Party Faction. The Act provides for the possibility to refuse to accept an application for permitting oil-shale mining into legislative proceeding, until the future use of oil-shale is not determined. According to the plan, the Government should approve the oil-shale use development plan during the first half of this year.

The Riigikogu passed with 66 votes in favour the Act on Amendments to the Creative Persons and Creative Persons Associations Act (804 SE), initiated by the Government of the Republic. The Act specifies the provisions related to the implementation of the Act and simplifies the actions necessary for its implementation.

The Riigikogu passed with 64 votes in favour the Act on Amendments to the Rescue Act, Explosive Substances Act, State Public Servants Official Titles and Salary Scale Act and Working and Rest Time Act (722 SE) initiated by the Government of the Republic. The Act eliminates militarised rescue units. Pursuant to the Act currently in force, mine clearance activities are organised and performed by the Rescue Board and militarised rescue units. Structure and Development Plan of the Defence Forces until the year 2010 no longer prescribes units prepared by the Rescue Board in the operational structure or in the training and administrative structure of the Defence Forces. Pursuant to the Development Plan of the Defence Forces, the Government discontinued in 2005 also military service in militarised rescue units.

The Riigikogu concluded the second reading of two Bills:

Bill on Amendments to the Organisation of Research and Development Act (797 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Courts Act and Code of Criminal Procedure (754 SE), initiated by the Government of the Republic;

On the motion of the Legal Affairs Committee, the deliberation of two Bills was suspended: The Bill on Amendments to the Police Act and Police Service Act and to Other Acts Arising Therefrom (500 SE), and the Bill on Amendments to the Law of Property Act Implementation Act and State Fees Act (823 SE), both initiated by the Government of the Republic.

The Riigikogu concluded the first reading of the Bill on Amendments to the Basic Schools and Upper Secondary Schools Act, Private Schools Act, Vocational Educational Institutions Act and Pre-school Child Care Institutions Act (828 SE), initiated by the Government of the Republic
