The Riigikogu passed four Acts:

The Riigikogu passed with 71 votes in favour the Law of Property Act Implementation Act and State Fees Act Amendment Act (823 SE), initiated by the Government of the Republic. The Act establishes a simplified procedure for construction co-owners for solving debates that hinder property registration. The Act also clarifies the provisions that stipulate the termination of the supply of movables of buildings.

The Riigikogu passed with 66 votes in favour (6 against, 2 abstentions) the Act on Amendments to the Defence Forces Service Act (843 SE), initiated by the Government of the Republic. The Act determines the notion of the clothing equipment of a member of the Defence Forces. The clothing equipment consists of a uniform, special clothing equipment, distinguishing marks, bedclothes and additional clothing equipment.

The Act on the Ratification of the Agreement on Social Security between the Government of the Republic of Estonia and the Government of the Republic of Finland (860 SE), initiated by the Government of the Republic, was passed with 58 votes in favour. The coordination of social security schemes of the European Union represents the transnational implementation of legal acts in order to preserve earlier acquired social security rights of the workers moving within the borders of the Union and to prevent persons from getting into a worse situation during their labour life, because of their moving from one Member State to another as compared to persons who have always lived and worked in the same Member State. As a rule, the benefits awarded in one Member State must be paid out to a person of the same Member State even when this person commences work in another Member State. The main impact of the Agreement is legal clarity.

The Riigikogu passed with 59 votes in favour the Act on the Ratification of the Final Acts of the 23rd Congress of the Universal Postal Union (849 SE), initiated by the Government of the Republic. The Universal Postal Union is an international organization, which was founded in 1874 and has190 member states. The UPU coordinates the cooperation of postal operators all over the world, establishes the rules for rendering international postal services and gives recommendations for increasing the volumes of international postal services and raising the quality. As a distant impact of the Act, the changes in the final payment system of the Postal Convention may probably involve the increase in prices of international postal services. The validity of the increase in price will be decided, pursuant to the Postal Act, by the Communications Board.

The Riigikogu concluded the second reading of two Bills:

The Bill on Amendments to the Aliens Act and Associated Acts (829 SE), initiated by the Government of the Republic. The Social Democratic Party Faction moved to suspend the second reading of the Bill. The motion was not supported. The results of voting: 6 votes in favour, 64 against.

The Bill on Amendments to the Metrology Act, State Fees Act and Public Transport Act (852 SE), initiated by the Government of the Republic.

On the motion of the leading committee the second reading of the Bill on Amendments to the Privatisation of Dwellings Act and to Other Acts Arising Therefrom (856 SE), initiated by the Government of the Republic, was suspended.

The Riigikogu concluded the first reading of four Bills:

The Bill on Amendments to the Restrictions on Acquisition of Immovables Act (874 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Electronic Communications Act (859 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Code of Administrative Court Procedure and Associated Acts (857 SE), initiated by the Government of the Republic;

The Bill on the Ratification of the Convention on the Law Applicable to Contractual Obligations and the Protocols Thereto (865 SE), initiated by the Government of the Republic.

At Question Time of the Riigikogu Minister of Social Affairs Jaak Aab answered the questions about the area of government of the Minister of Social Affairs, the reduction of unemployment, the rights of representatives of employees and the condition of pensioners. Minister of Agriculture Ester Tuiksoo answered the questions about the agricultural refunds and the area of government of the Minister of Agriculture.
