On the motion of the Cultural Affairs Committee as leading committee the first reading of the Bill on Amendments to the Language Act (902 SE), initiated by the Isamaaliit Faction and Res Publica Faction, was concluded. The purpose of the Bill is to specify the conducting of level examinations in Estonian, to stipulate the bases and procedure for repealing language certificates, and to establish the state supervision over the observance of the Language Act. Among other things the Bill provides for the maintenance of a database about the Estonian language proficiency certificates issued and establishes the bases for repealing language certificates. The Bill was sent to the second reading.
 
The Draft Resolution A Proposal to the Government of the Republic (942 OE), presented by the Res Publica Faction and the Isamaaliit Faction, was withdrawn from legislative proceeding, because 46 members of the Riigikogu were against it and 27 in favour.
On the motion of the Estonian Centre Party Faction the Bill on Amendments to the Basic Schools and Upper Secondary Schools Act (929 SE), initiated by the Social Democratic Faction and Members of the Riigikogu Peeter Kreitzberg, Sven Mikser, Mark Soosaar and Liina Tõnisson, was rejected at the first reading. 44 members of the Riigikogu voted in favour of the motion and 23 members of the Riigikogu against it. The Bill was withdrawn from legislative proceeding.
