The Riigikogu rejected a draft Resolution at the first reading
Today, the Riigikogu rejected at the first reading a draft Resolution to form a new parliamentary committee of investigation.
The Riigikogu rejected the Draft Resolution of the Riigikogu “Formation of the Riigikogu committee of investigation to investigate foreign influence activities against Estonia’s interests, the methods of financing them, and the risks associated with them” (803 OE), submitted by the Estonian Conservative People’s Party Group. The aim of the draft Resolution was to establish a parliamentary committee of investigation composed of representatives from all parliamentary groups that would analyse foreign influence activities, their financing methods, links to the Estonian public sector, propaganda projects, and the risks associated with them.
According to the initiators, the committee was needed to assess funding chains, identify the potential role of public sector support, analyse the participation of organisations, companies, individuals and networks, assess the damage to internal security and social cohesion, and make proposals for mitigating risks.

The Constitutional Committee moved to reject the draft Resolution at the first reading. 28 members of the Riigikogu supported the rejection, and 15 were against it. Thus, the draft Resolution was dropped from the legislative proceedings.
Due to the end of the working hours, the first reading of the Bill on Amendments to the Family Benefits Act (808 SE), initiated by the Estonian Centre Party Parliamentary Group, was adjourned. The aim of the Bill is to increase childbirth allowance and adoption allowance in order to improve the financial well-being of families and reduce the risk of facing economic difficulties immediately after childbirth. The Bill proposes to increase the childbirth allowance to 1000 euros per child, 3000 euros in the case of twins, and 10,000 euros per child for the birth of triplets or higher-order multiples. In addition, the Bill aims to raise the adoption allowance to 1000 euros.
Vadim Belobrovtsev from the Estonian Centre Party Group, Helmen Kütt from the Social Democratic Party Parliamentary Group, and Evelin Poolamets from the Estonian Conservative People’s Party Parliamentary Group took the floor during the debate.
The Social Affairs Committee moved to reject the Bill at the first reading. However, due to the end of the working hours no vote was held at today’s sitting.
