The Riigikogu passed two Acts and a Resolution:

The Riigikogu passed with 67 votes in favour the Natural Gas Act and District Heating Act Amendment Act (1013 SE), initiated by the Government of the Republic which brings the Act into conformity with the Directive of the Council of the EU for ensuring security of natural gas supplies. Pursuant to the Act, the undertaking who is in a dominant position must disclose the conditions of gas sale and the principles of selling price formation. The Energy Market Inspectorate will be invested with the right to check the price formation established by a gas seller.

The Riigikogu passed with 58 votes in favour the Act on the Ratification of the Multilateral Agreement between the European Community and its Member States, the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the former Yugoslav Republic of Macedonia, the Republic of Croatia, the Republic of Iceland, the Republic of Montenegro, the Kingdom of Norway, Romania, the Republic of Serbia and the United Nation Interim Administration Mission in Kosovo on the Establishment of a European Common Aviation Area (ECAA) (1055 SE), initiated by the Government of the Republic. The purpose of the Act is to create a European Common Aviation Area (ECAA). The ECAA is based on free access to the aviation market of the other contracting Party, freedom of establishment, competitive parity and common rules in the fields of safety, air traffic management, social and environmental matters. Pursuant to the Agreement, the non-contracting parties assume the obligation to transpose the legal regulation of aviation valid in the European Union, and the European Communities and its Member States will allow the non-contracting parties mentioned in the Agreement to their aviation market. Estonia has already applied all the requirements of the European Union with no exceptions and all that is stipulated in the Agreement is in conformity with the legal regulation valid in Estonia.

The Riigikogu passed with 54 votes in favour the Resolution of the Riigikogu On the Approval of the Estonian Research and Development Activities and Innovation Strategy “Knowledge-based Estonia 2007-2013”(1053 OE), submitted by the Government of the Republic. The strategy is focussed on the sustainable development of a society through research and development activities and innovation. The document determines the principles, purposes and activities of the Estonian research and development activities for the foreseeable future as a follow-up of the earlier strategy. The Strategy paraphrases the following basic purposes: the competitive quality of the research and development activities and the increase in its volume; the innovative business in a global economy creating a new value; An innovation-friendly society aimed at long-term development.

The Riigikogu concluded the second reading of nine Bills:

The Bill on Amendments to the Value Added Tax Act (1066 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Providing International Protection to the Aliens Act (1074 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Ambient Air Protection Act and Environmental Supervision Act (985 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Public Libraries Act (1070 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Language Act (1077 SE and 902 SE), initiated by the Government of the Republic and Isamaaliit Faction and Res Publica Faction;

The Bill on Amendments to the Customs Act (1073 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Food Act and Associated Acts (1086 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Involvement of Employees in the Activity of Community-scale Undertakings, Community-scale Groups of Undertakings and European Company Act (1089 SE), initiated by the Government of the Republic;

The Border Guard Service Bill (1046 SE), initiated by the Government of the Republic.

The Riigikogu suspended the second reading of the Bill on Amendments to the Animal Protection Act (1087 SE), initiated by the Government of the Republic.

The Riigikogu did not deliberate the second reading of the Rescue Service Bill, initiated by the Government of the Republic, because of the absence of the reporter.

The Riigikogu concluded the first reading of two Bills:

The Bill on Amendments to the General Part of the Civil Code Act, Law of Property Act, Law of Property Act Implementation Act, Building Act, Planning Act and Immovables Expropriation Act (1067 SE), initiated by the Government of the Republic;

The Bill on the Approval of the Amendments to the Convention on the Protection of the Marine Environment of the Baltic Sea Area and on the Ratification of the Convention on the Protection of the Marine Environment of the Baltic Sea Area (1084 SE), initiated by the Government of the Republic.

At Question Time Prime Minister Andrus Ansip answered the questions about the foreign policy, the situation in the Ministry of Culture, the security of the state, the transparency of policy and the rights of the public servants. Minister of Education and Research Mailis Reps answered the question about the national curriculum. Minister of Social Affairs Jaak Aab answered the question about the investments into the healthcare.
