The Riigikogu passed an Act regulating the labour market
The Riigikogu passed with 65 votes in favour (6 votes against) the Employment Services and Subsidies Act (611 SE), which improves the system of offering employment services and subsidies and makes amendments to the requirements for the search of work. Upon its entry into force, the Act replaces the present Employment Market Act and the Social Protection of the Unemployed Act. The Act regulates the registration of the unemployed and of the people searching for work, provision of employment market services and the payment of subsAidies to the unemployed. The Act enters into force on 1 January 2006.
The Riigikogu concluded the second reading of four Bills:
The Bill on Amendments to the Commercial Code (552 SE), initiated by the Government of the Republic;
The Bill on Amendments to the Basic Schools and Upper Secondary Schools Act and Vocational Educational Institutions Act (669 SE), initiated by the Government of the Republic;
The Bill on Amendments to the Acts Relating to the Structural Reform of the Tax and Customs Board (676 SE), initiated by the Government of the Republic;
The Bill on Amendments to the Government of the Republic Act and to Other Acts Arising Therefrom (621 SE), initiated by the Government of the Republic. The Isamaaliit Faction moved to suspend the second reading of the Bill. The motion was not supported. The result of voting: 17 votes in favour, 36 against.
The Riigikogu concluded the first reading of eleven Bills:
The Bill on Amendments to the National Defence League Act (666 SE), initiated by the Government of the Republic; The Isamaaliit Faction moved to reject the Bill at the first reading. The motion was not supported. The result of voting: 7 votes in favour, 46 against.

The Bill on Amendments to the Financial Supervision Authority Act, Investment Funds Act, Credit Institutions Act, Securities Market Act and State Fees Act (724 SE), initiated by the Government of the Republic;
The E-money Institutions Bill (725 SE), initiated by the Government of the Republic;
The Bill on Amendments to the Securities Market Act and Investment Funds Act (731 SE), initiated by the Government of the Republic;
The Bill on the Ratification of Agreement in the Form of an Exchange of Letters on the Taxation of Savings Income and the Provisional Application thereof (719 SE), initiated by the Government of the Republic;
The Bill on the Ratification of the Agreement on Social Security between the Republic of Estonia and Canada (704 SE), initiated by the Government of the Republic;
The Draft Resolution of the Riigikogu On the Approval of the Estonian Environmental Strategy until the Year 2010 (652 OE), submitted by the Government of the Republic;
The Draft Resolution of the Riigikogu On the Approval of the Additional Borrowing by the National Opera Estonia (713 OE), initiated by the Government of the Republic;
The Bill on Amendments to the Emergency Preparedness Act and to Other Acts Arising Therefrom (712 SE), initiated by the Government of the Republic;
The Bill on Amendments to the Aliens Act (706 SE), initiated by the Government of the Republic. The Isamaaliit Faction moved to reject the Bill at the first reading. The motion was not supported. The result of voting: 5 votes in favour, 24 against.
At Question Time Minister of Regional Affairs Jaan Õunapuu answered the questions about the negotiations between the Government and local governments and about the appointment of county governors. Minister of Education and Research Mailis Reps answered the questions about the teachers’ salaries, investments and the school food. Minister of Social Affairs Jaak Aab answered the questions about the negotiations concerning the national minimum wage and the spread of HIV.
