The Riigikogu made amendments to the national stockpiles system
The Riigikogu passed with 83 votes in favour the Act on Amendments to the Emergency Preparedness Act and to Other Acts Arising Therefrom (712 SE), initiated by the Government of the Republic. The Act makes the national stocks system an operation stockpile based system, and chapters dealing with the formation, use, financing, monitoring and reporting of the operation stockpile were introduced into the Emergency Preparedness Act.
The Riigikogu concluded the second reading of three Bills:
The Bill on Amendments to the National Defence League Act (666 SE), initiated by the Government of the Republic; The Isamaaliit Faction moved to suspend the second reading of the Bill. The motion was not supported. The result of voting: 24 votes in favour, 45 against.
The Bill on Amendments to the Salaries of State Public Servants Appointed by Riigikogu or President of the Republic Act and Defence Forces Service Act (701 SE), initiated by the Government of the Republic;
The Bill on Amendments to the Natural Gas Act and State Fees Act (709 SE), initiated by the Government of the Republic.
The Riigikogu concluded the second reading of seven Bills:
The Bill on Amendments to the Constitutional Review Proceedings Act and Riigikogu Rules of Procedure Act (762 SE), initiated by the Constitutional Committee.
The Seed and Plant Propagating and Cultivating Material and Plant Variety Rights Bill (746 SE), initiated by the Government of the Republic;
The Bill on the Accession to the Convention Creating an European University Institute (750 SE), initiated by the Government of the Republic;
The Bill on the Accession to the Agreement Establishing the European Molecular Biology Conference (751 SE), initiated by the Government of the Republic;
The Advertising Bill (717 SE), initiated by the Government of the Republic;
The Bill on Amendments to the Identity Documents Act and Imprisonment Act (749 SE), initiated by the Government of the Republic;
The Bill on Amendments to the State Family Benefits Act (755 SE), initiated by the Government of the Republic.
At Question Time Minister of Culture Raivo Palmaru answered the questions about the financing of public broadcasting and culture. Minister of Internal Affairs Kalle Laanet answered the questions about the investigative abilities of the Police and the salaries of the employees of the Ministry of Internal Affairs working in the administrative sphere. Minister of Education and Research Mailis Reps answered the questions about the structure and education policy of the Ministry of Education and Research.
