The Riigikogu heard replies to ten interpellations
Prime Minister Kristen Michal, Minister of Justice and Digital Affairs Liisa-Ly Pakosta, Minister of Infrastructure Kuldar Leis and Minister of the Interior Igor Taro replied to interpellations
Prime Minister Kristen Michal replied to the interpellation concerning problems with the payment of pensions (No. 769), submitted by Members of the Riigikogu Lauri Laats, Andrei Korobeinik, Vladimir Arhipov, Vadim Belobrovtsev, Aleksandr Tšaplõgin and Aleksei Jevgrafov.
The interpellators pointed to failures in the payment of pensions for 11 months in 2024, as a result of which those pensions had not reached pensioners on time. The interpellators wanted to know whether the system had been fixed and whether pensioners were protected from such failures.
Michal explained that the social protection information system (SKAIS) was operational and ensuring its functioning was part of the daily work of the Social Insurance Board. “I have said and continue to maintain that pensions must be paid on time,” Michal said. He stated that SKAIS2 was not the best information system, which had been known for a long time.
According to Michal, the Government had allocated 17.4 million for the SKAIS system overhaul in the 2026–2029 state budget strategy procedure. An additional EUR 2.16 million were allocated for SKAIS basic developments this spring and summer. This means that the reliability of the system can be brought up to the standards of digital governance.
The Social Insurance Board has a contingency plan in place to ensure the reliability of the information system and in such cases other steps are also taken to ensure that pensions can be paid out.
Responding to a question about other information systems of critical importance to state structures, Michal said that information systems were being updated and improved according to needs and the state’s financial capabilities. Maintaining information systems is a daily hygiene task for which the data controller of a specific information system is responsible who also plans the relevant resources within the budget.
Prime Minister also replied to the interpellation concerning a failed naval operation that ended in the threat of a military clash (No. 784), the establishment of a council of entrepreneurs and the possible conflict of interest of its members (No. 788) and the transfer of prisoners from Sweden to Estonia (No. (No. 792).
Minister of Justice and Digital Affairs Liisa -Ly Pakosta replied to the interpellation concerning the activities of enforcement agents (No. 807) submitted by members of the Riigikogu.
Minister of Infrastructure Kuldar Leis replied to the interpellation concerning ferry connections to Estonian islands (No. 789) and the problems at Uikala landfill (No. 776).
Minister of the Interior Igor Taro replied to the interpellations concerning Kopli rescue station (No. 774), the salaries of the employees of the Police and Border Guard Board (No. 780) and the suspension of the use of the automatic number plate recognition system (No. 793).
Vladimir Arhipov, Helmen Kütt, Anti Allas and Lauri Läänemets took the floor during the open microphone.
