The Riigikogu discussed amendments to the Savings and Loan Associations Act and the Credit Institutions Act
The first reading of the Bill on Amendments to the Savings and Loan Associations Act and the Credit Institutions Act (7SE), initiated by the Estonian People’s Union Faction, was concluded. The Bill was prompted by the need to update the legislation concerning the savings and loan associations and to eliminate certain disproportionate restrictions to the formation and functioning of saving and loan associations. The major changes concern the expansion of the principle of territoriality to include the county level and the stipulation of additional principles of composition of savings and loan associations. In addition, the regulation ensuring the reliability of savings and loan associations is set out in a clearer manner and the terminology used in the Act is harmonised with the terminology used in the Commercial Associations Act and other Acts regulating the field of finance. The Bill was sent to the second reading.
On the motion of the Economic Affairs Committee as the leading committee, the Draft Resolution of the Riigikogu On Undertaking Activities Necessary for Elaborating Important Strategic Directions of Fuel and Energy Economy (85 OE), initiated by the Estonian Green Party Faction, was rejected at the first reading. 47 members of the Riigikogu voted in favour of the motion of the Economic Affairs Committee and 35 against it, nobody abstained. Thus the Bill was withdrawn from the legislative proceeding.
On the motion of the Finance Committee as the leading committee the Bill on Amendments to the § 1¹ of the Fiscal Marking of Liquid Fuel Act (10 SE), initiated by the Estonian People’s Union Faction, was rejected at the first reading. 43 members of the Riigikogu voted in favour of the motion of the Committee, 30 against it and 1 member of the Riigikogu abstained. Thus the Bill was withdrawn from the legislative proceeding.
On the motion of the Finance Committee as the leading committee, the Bill on Amendments to § 11 of the Land Tax Act (11 SE), initiated by the Estonian People’s Union Faction, was rejected at the first reading. 42 members of the Riigikogu voted in favour of the motion and 29 against it, nobody abstained. The Bill was withdrawn from legislative proceeding.
On the motion of the Finance Committee as the leading committee, the Bill on Amendments to § 15 of the Value Added Tax Act (12 SE), initiated by the Estonian Centre Party Faction, was rejected at the first reading. 41 members of the Riigikogu voted in favour of the motion, 31 against it and 1 members of the Riigikogu abstained. Thus the Bill was withdrawn from the legislative proceeding.
