The Riigikogu passed with 65 votes in favour the Proposal No. 4 from the Chancellor of Justice Allar Jõks for bringing the second sentence of subsection (1) and subsection (14 (1) of the Health Insurance Act into conformity with the Constitution of the Republic of Estonia. The referred provisions of the Health Insurance Act are in contradiction with the Constitution, imposing restrictions on workers’ rights to equal health insurance, also imposing restrictions on ownership rights and free entrepreneurship of employers who are paying non-proportional social taxes. The proposal will be proceeded in the Social Affairs Committee.

The Riigikogu passed with 60 votes in favour the Proposal No. 5 from the Chancellor of Justice for bringing subsection 191 (4) of the Code of Misdemeanour Procedure into conformity with the Constitution of the Republic of Estonia. The referred subparagraph of the Code of Misdemeanour Procedure is in contradiction with the Constitution in the part in which the court rulings on the restoration of the term of complaint which has been filed against the decision of a body conducting extra-judicial proceedings are not allowed to be challenged by way of appeal against court ruling. The proposal is proceeded by the Legal Affairs Committee.

The Riigikogu rejected three Bills at the first reading:

The Bill on Amendments to the Riigikogu Rules of Procedure Act (691 SE), initiated by the Social Democratic Party Faction. 42 deputies were for the rejection and 21 against it.

With 42 votes in favour the Bill on Amendments to § 15 of the Public Transport Act (695 SE), initiated by the Union for the Republic – Res Publica Faction.

With 43 votes in favour the Bill on Amendments to the Health Care Services Organisation Act (677 SE), initiated by the Social Democratic Party Faction.

Due to the end of the sitting hours, the deliberation on the formation of a Committee of Investigation to investigate Keila-Joa immovable property transactions, was adjourned. The deliberation will be resumed tomorrow.

The Union for the Republic – Res Publica Faction withdrew from legislative proceeding the Bill on Amendments to the Citizenship Act (694 SE). The Bill would have released a Russian basic school graduate from citizenship exam if his/her final mark in social studies in the ninth form was at least “good”.
