The Riigikogu passed three Acts:

The Sport Act Amendment Act (832 SE), initiated by the Government of the Republic, was passed with 81 votes in favour (1 abstention). The Act determines beside the competence of the Government of the Republic also the competence of the Minister of Culture in granting sport scholarships. Pursuant to the Act, the Government of the Republic awards state sport prizes for distinguished sport achievements and the Minister of Culture establishes state sport scholarships to stimulate top results.

The Riigikogu passed with 73 votes in favour (2 abstentions) the Act on Amendments to § 56 of the Environmental Charges Act (819 SE), initiated by the Estonian People’s Union Faction, Estonian Centre Party Faction and Estonian Reform Party Faction, pursuant to which four members will be appointed by the Riigikogu into the foundation formed for deciding over the use of environmental charges. The Act which was passed at the end of the last year included the establishment of the foundation, but omitted the authorization proceeding from the original Act, to appoint four members of the Supervisory Board of the Foundation by the Riigikogu.

The Riigikogu passed with 68 votes in favour the Act on the Ratification of Memoranda of Understanding Relating to the Implementation of the Financial Mechanism of the European Economic Area and the Financial Mechanism of Norway (844 SE), initiated by the Government of the Republic. The ratified Memorandum enables Estonia to receive grants within the network of the European Economic Area and the Financial Mechanism of Norway.

The Riigikogu concluded the second reading of the Red Cross Designation and Emblem Bill (795 SE), initiated by the Government of the Republic. The Bill stipulates national conditions for the use of the Red Cross designation and emblem, also the responsibility for the exploitative abuse of the Red Cross designation and emblem, the Red Crescent designation and emblem and the Red Lion and the sun designation and emblem.

The Riigikogu concluded the first reading of seven Bills:

The Public Procurements Bill (816 SE), initiated by the Government of the Republic, which brings the public procurements regulation in conformity with the Directives of the European Union and makes the rules for the organisation of procurements clearer, more flexible and transparent. Some of the new aspects introduced by the Bill to the Public Procurements Act are the notions and relations defined in the Law of Obligation. The Res Publica Faction moved to reject the Bill at the first reading. The result of voting: 24 votes in favour, 43 against. The motion was not supported.

The Bill on the Ratification of the Social Security Agreement between the Government of the Republic of Estonia and the Republic of Finland (860 SE), initiated by the Government of the Republic.

The Bill on Amendments to the Radiation Act and State Fees Act (853 SE), initiated by the Government of the Republic;

The Bill on the Ratification of the Final Acts of the 23rd Congress of the Universal Postal Union (849 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Privatisation of Dwellings Act and to Other Acts Arising Therefrom (856 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Metrology Act, State Fees Act and Public Transport Act (852 SE), initiated by the Government of the Republic;

The Bill on Amendments to the Competition Act and to Other Acts Arising Therefrom (854 SE), initiated by the Government of the Republic;

At Question Time of the Riigikogu Minister of Foreign Affairs Urmas Paet answered the questions about the energy policy and the representation of the Estonian culture abroad. Minister of Defence Jürgen Ligi answered the questions about the soldiers’ salaries, the training of the persons eligible to be drafted and about the problems in the Defence Forces. Minister Paul-Eerik Rummo answered the questions about the problems concerning the availability of fertility treatment and the number of abortions in Estonia.
