The Riigikogu passed with 70 votes in favour the Act on Amendments to the Privatisation of Dwellings Act and to Other Acts Arising Therefrom (856 SE), initiated by the Government of the Republic. Pursuant to the Act, the second stage of the privatisation of dwellings is the establishment of apartment ownerships, i.e. privatisation of land belonging to the privatised dwellings. Local governments are the main establishers of apartment ownerships. The Act binds them to submit a registration application, if at least one apartment owner demands it. In case the owner has not paid for the establishment of apartment ownership, other apartment owners may incur costs themselves and later claim them from the debtor.

The Draft Resolution of the Riigikogu On the Construction of the Road between Tallinn, Tartu and Luhamaa (848 OE), initiated by the Social Democratic Party Faction, was withdrawn from legislative proceeding. 37 members of the Riigikogu were against the Bill on the final vote, 30 in favour of it and 1 abstained.

Due to the end of the working hours of the sitting, the second reading of the Bill on Amendments to the Electronic Communications Act, Information Society Services Act, Penal Code, Code of Criminal Procedure and Code of Misdemeanour Procedure (800 SE), initiated by the Government of the Republic, was adjourned.
