The purpose of the Organic Farming Bill (920 SE), initiated by the Government of the Republic, is to establish the requirements of activities in the organic farming field which is not subject to the Regulations of the European Union. The bases and scope for exercising supervision over persons acting in the field of organic farming and liability for the failure to meet the established requirements are also identified. The Bill enhances the state supervision over the persons acting in the field of organic farming and extends the credibility of marked products.
The Riigikogu concluded the second reading of two Bills:
The Bill on Amendments to the Explosive Substances Act (892 SE), initiated by the Government of the Republic, makes stricter and specifies several provisions related to the handling of pyrotechnic products, which must contribute to the decrease of offences and accidents related to the use of such products.
The Bill on Amendments to § 27 of the Privatisation Act (903 SE), initiated by the Government of the Republic, entitles the state and local governments, in case of their minority participation, to impose veto over the resolutions of supervisory boards and minutes of general meetings of public limited companies in case of public limited companies acting in strategic fields, if they have special or exclusive rights or they own essential facilities, and if the participation of the state or local governments in them, after the partial privatisation of shares, remains smaller than a half of the shares giving the right to vote. The motion of the Res Publica Faction to suspend the second reading of the Bill was not supported: The result of voting: 15 votes in favour, 37 against.
The Riigikogu concluded the first reading of the Bill on Amendments to the Nature Conservation Act and Environmental Impact Assessment and Environmental Management System Act (927 SE), initiated by the Government of the Republic.
On the motion of the Constitutional Committee the Draft Resolution of the Riigikogu On the Armed Fight of the Estonian Citizens against Military Occupation of the Soviet Union (910 OE), submitted by the Isamaaliit Faction and the Res Publica Faction, was rejected at the first reading. The result of voting: 43 votes in favour, 25 against. The Bill was withdrawn from legislative proceeding.
During the Question Time Prime Minister Andrus Ansip answered the questions about the military service, foreign policy, the assessment of the activities of members of the Government and about guarding the bronze man. Minister of Social Affairs Jaak Aab answered the questions about the prices of health service, the availability of health care services and about the health policy.
