Replies to interpellations concerning basic school textbooks and the “eesti.ee” mobile application were heard in the Riigikogu.

Minister of Justice and Digital Affairs Liisa-Ly Pakosta replied to the interpellation  concerning the “eesti.ee” mobile application  (No. 674), submitted by Members of the Riigikogu Andrei Korobeinik, Aleksandr Tšaplõgin, Aleksei Jevgrafov, Lauri Laats, Vladimir Arhipov and Anastassia Kovalenko-Kõlvart.

The interpellators referred to the fact that the “eesti.ee” mobile application, which had recently been presented to the public, had received extensive criticism regarding its functionality, user-friendliness, as well as overall quality.

The interpellators wanted to know what the process for developing and testing the application had been like, and who was responsible for the final quality check before the application had been released to the public.

Pakosta explained that the development works of the application had been carried out by Net Group, the winner of the competition, in cooperation with the Information System Authority’s development team. And they had been divided into two stages. The works of the first stage were completed at the end of May last year, and those of the second at the end of July 2024. That is, immediately before I started my job, Pakosta said. She added that the next steps had been security testing and focus group testing. 2,300 volunteer testers had registered for the focus group testing, nearly 600 of whom had given feedback. “And the Information System Authority carried out a quality check on security and quality requirements,” Pakosta said.

According to the Minister, the project had remained on budget and on schedule. The total cost of the works had been EUR 850,000, which included EUR 800,000 for development work, EUR 36,000 for security testing, EUR 11,000 for focus group testing and EUR 3000 for an accessibility audit. “And an average rating of four points out of five was received from testers for public testing which shows a pretty good level. And as to the reason why we chose that “eesti.ee” government portal base, the main reason for this is that the government portal has proven itself with a very high number of visitors,” Pakosta explained. She added that it was visited more than 650,000 times a year. People have already developed a certain habit in this regard.

“As regards the specific application, I have considered it extremely important that there should indeed be one place where Estonian people, and also companies, can get everything,” Pakosta said.

Minister of Education and Research Kristina Kallas replied to the interpellation concerning basic school textbooks  (No. 672),  submitted by members of the Riigikogu.

The first reading of the Draft Resolution of the Riigikogu “Making a proposal to the Government of the Republic to carry out an analysis of the impact of the use of social media by young people” (550 OE), submitted by the Estonian Centre Party Group, was dropped from the agenda for the day on the motion of the initiators.
