The Riigikogu passed four Acts:
 
The Riigikogu passed once again with 51 votes in favour (34 against) unamended the Act on Amendments to the Republic of Estonia Principles of Ownership Act, refused to be proclaimed by the President of the Republic.  The Act repeals § 7(3) of the Republic of Estonia Principles of Ownership Reform Act, pursuant to which the applications for the restitution or compensation of property to the later resettlers to Germany will be solved pursuant to international agreements, by forwarding the existing applications for reviewing to the local committees on the restitution and compensation of illegally expropriated property.
 
The Riigikogu passed with 63 votes in favour (1 against, 1 abstention) the Probation Supervision Act, Imprisonment Act, Penal Code, Penal Code Implementation Act and Code of Criminal Procedure Act Amendment Act  (923 SE), initiated by the Government of the Republic. The Act enables to decrease the number of inmates in prisons. Pursuant to the Act, the real imprisonment of convicted offenders will be replaced by an electronic guard. This electronic surveillance follows the so-called principle of confinement to quarters, according to which definite temporal restrictions are imposed on convicted offenders upon exiting their home. The electronic guard is a watch-like device set around a hand or a leg, which sends a coded signal at certain intervals. The electronic guard is used in case of less serious criminal offences.
                       
The Riigikogu passed with 80 votes in favour the Liquid Fuel Stocks Act, Taxation Act and Liquid Fuel Act Amendment Act (921 SE), initiated by the Government of the Republic. The Act stipulates unambiguously the notion of stockpiling fee payer. Pursuant to the Act in force, the importer was obliged to pay a stock piling fee. The notion of importer, enabled two interpretations: that stockpiling fee will be paid by the owner of the fuel or by the person who registers it for consumption. The Act enables to better observe the proceeds from stockpiling fees and to use the database of payers of excise duties of the Taxation and Customs Board to this end.
 
The Riigikogu passed with 77 votes in favour (2 abstentions) the Building Act, Apartment Associations Act, Apartment Ownership Act and Energy Efficiency of Equipment Act Amendment Act (895 SE), initiated by the Government of the Republic. The Act contributes to improving the efficiency of the energy consumption. The Act facilitates a simpler information accessibility for users of existing buildings, in issues concerning energy consumption of buildings and possible measures of energy conservation, in planning new buildings, principles suitable in Estonian conditions should be established in designing energy consuming amenities. The Act determines the bases of issuing energy labels and measures for improving the efficiency of boilers, conditioning appliances and heating systems.
 
The Riigikogu concluded the second reading of two Bills:
 
The Bill on Amendments to the State Pension Insurance Act (917 SE), initiated by the Government of the Republic;
 
The Bill on Amendments to the Basic Schools and Upper Secondary Schools Act, Private Schools Act and Pre-school Child Care Institutions Act (915 SE), initiated by the Government of the Republic.
 
The Riigikogu concluded the first reading of seven Bills:
 
The Bill on Amendments to the Universities Act and Institutions of Professional Higher Education Act (968 SE), initiated by the Government of the Republic;
 
The Bill on Amendments to the Basic Schools and Upper Secondary Schools Act (969 SE), initiated by the Government of the Republic;
 
The Bill on the Approval of the Protocol of Amendments to the Convention on the International Hydrographic Organization (961 SE), initiated by the Government of the Republic;
 
The Bill on Amendments to the Public Health Act and to the Associated Food Act, Prevention and Control of Communicable Diseases Act, Infectious Animal Disease Control Act, Water Act and State Fees Act (955 SE), initiated by the Government of the Republic;
 
The Bill on Amendments to the Obligation to Leave and Prohibition on Entry Act (954 SE), initiated by the Government of the Republic;
                       
The Bill on Amendments to the Copyright Act, Patents Act, Utility Models Act, Industrial Design Protection Act, Layout Designs of Integrated Circuits Protection Act, Money Laundering and Terrorist Financing Prevention Act, Anti-corruption Act, Competition Act, Penal Code, Weapons Act, Alcohol Act, Taxation Act, Misdemeanour Procedure Code, Penal Code Implementation Act and Electricity Market Act (931 SE), initiated by the Government of the Republic;
                       
The Bill on Amendments to the Code of Criminal Procedure (947 SE), initiated by the Government of the Republic.
 
At Question Time Minister of Internal Affairs Kalle Laanet answered the questions about ensuring the maintenance of law and order, data protection, police work and rapid deployment operations for ensuring internal security. Minister of Finance Aivar Sõerd answered the question about tax secrecies. Minister of Agriculture Ester Tuiksoo answered the question about the development of rural life in 2007-2013.
