The Riigikogu concluded the first reading of the following Bill:
The Bill on Amendments to the Penal Code for Criminalisation of the Sale of Alcohol to Minors (371 SE), initiated by the Isamaaliit Faction. The initiators? wish is to criminalise the sale of alcohol to minors for the first time as well as for the following times when more severe penalty will be imposed. The opinions of the Riigikogu factions regarding the Bill were mainly supporting. The representatives of the Res Publica and Reform Party Factions stated that the Bill needed amending.
The Riigikogu rejected 5 Bills at the first reading:
On the motion of the Legal Affairs Committee, the Bill on Amendments to the Code of Criminal Procedure (376 SE), initiated by the Estonian Centre Party Faction.
On the motion of the Social Affairs Committee, the Bill on Amendments to § 22 of the Social Welfare Act (344 SE), initiated by Members of the Riigikogu Siiri Oviir and Kaarel Pürg.
On the motion of the Constitutional Committee, the Bill on Amendments to the Local Government Organisation Act (434 SE), initiated by Members of the Riigikogu Mark Soosaar, Harri Õunapuu and Robert Lepikson.
On the motion of the Finance Committee, the Bill on Amendments to § 15 (2) of the Value Added Tax Act (363 SE), initiated by the Estonian Centre Party Faction.
On the motion of the Finance Committee, the Bill on Amendments to § 5 (1) of the Income Tax Act (364 SE), initiated by the Estonian Centre Party Faction.
At the end of the sitting the Riigikogu stood up in commemoration of those who had perished on the ferry ?Estonia?.
