At Question Time ministers answered the questions of the members of the Riigikogu.

 

Prime Minister Juhan Parts answered the question of Siiri Oviir about the conformity of the state budget to the Constitution, the questions of Eiki Nestor and Ivari Padar about the budget and taxation policy, the question of Liina Tõnisson about the observance of laws, the question of Toomas Alatalu about the appointment of county governors to office and the question of Mihhail Stalnuhhin about making amendments to the Regulation No. 153 of the Government of the Republic.

 

Minister of Justice Ken-Marti Vaher answered the question of Andres Herkel about the amendments to the Constitution.

 

Minister of the Environment Villu Reiljan answered the question of Tiit Mae about organisational and legislative measures in fighting against timber thefts and the question of Tunne Kelam about mining sand from under the island Prangli for the port of Muuga.

 

The alternate member Tiit Niilo took the oath of office before the Riigikogu.

 

Prime Minister Juhan Parts made a political statement in connection with the submission of the next year State Budget Bill to the legislative proceeding of the Riigikogu.

 

The Riigikogu passed the following Act:

 

The Act on Amendments to § 105 of the State Fees Act and § 61 of the Weapons Act (61 SE), initiated by the Government of the Republic, was passed with 60 votes in favour.  The Act makes amendments to the State Fees Act, pursuant to which in future it is possible for a person belonging to an official delegation of a foreign state or to a delegation, which is equated therewith, according to diplomatic practices, or for a person accompanying the mentioned person, to receive a special single permit of the Police Board for importing a weapon and its ammunition, registered in another state to Estonia and exporting it from Estonia without paying a state fee. In the Weapons Act, the circle of persons who are entitled to, under special permit, to import a weapon and its ammunition, registered in another state, to Estonia and export it from Estonia, was specified.

 

The Riigikogu concluded the second reading of the following Bill:

The Bill on Amendments to the Organisation of Research and Development Act (116 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Cultural Affairs Committee is 7 October, 11.00.

 

The Bill on Amendments to the Customs Code (99 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Economic Affairs Committee is 8 October, 18.00.
