On the motion of the Social Affairs Committee the Bill on Amendments to §§ 8 and 11 of the Social Protection of the Unemployed Act (58 SE), initiated by Member of the Riigikogu Eiki Nestor, was rejected with 49 votes in favour. 28 members of the Riigikogu voted against the rejection, 2 members of the Riigikogu abstained. Thus the Bill was withdrawn from the legislative proceeding.
The Riigikogu passed with 79 votes in favour the Resolution of the Riigikogu On the Formation of the Riigikogu Study Committee for Enhancing the Prevention of HIV/AIDS and Drug Addiction (90 OE), initiated by the Estonian Reform Party Faction, Union for the Republic-Res Publica Faction and Estonian People’s Union Faction. The Committee includes the following members of the Riigikogu: Andres Herkel (alternate member Trivimi Velliste), Eiki Nestor (alternate member Kadi Pärnits), Elle Kull (alternate member Andres Kork), Kaarel Pürg (alternate member Marika Tuus), Koit Prants (alternate member Mai Treial), Leino Mägi (alternate member Signe Kivi), Nelli Kalikova (alternate member Avo Üprus), Siiri Oviir (alternate member Mihhail Stalnuhhin) and Toomas Tein (alternate member Rein Aidma).
The task of the Committee is to study the present situation in the implementation of the state programmes on HIV/AIDS and drug addiction and to make proposals for improving the situation; to analyse the planning and expenditures of programmes, projects and financial resources of foreign aid; to analyse the Acts related to preventive measures and to make amendments to them and if necessary, to draft new Bills, including working out a Bill prohibiting drug promotion; to assess the state programmes and sustainability after the termination of the programmes. Upon the termination of its activities, the Committee will make a report to the Riigikogu. The powers of the present composition of the Committee last one year from the entry into force of the Resolution – one year. Nobody voted against the resolution and nobody abstained.
On the motion of the Social Affairs Committee as leading committee the first reading of the Bill on Amendments to §§ 26 and 61 of the State Pension Insurance Act (48 SE), initiated by the Mõõdukad Faction, was concluded. Motions to amend are to be submitted to the leading committee by 7 October, 18.00.
