On Thursday, new Members of the Riigikogu Barbi-Jenny Pilvre-Storgard and Etti Kagarov took the oath of office before the Riigikogu.

In connection with release of Jaak Aaviksoo, Andrus Ansip, Siim Valmar Kiisler, Juhan Parts, Urmas Reinsalu, Helir-Valdor Seeder and Ken-Marti Vaher from the duties of members of the Government of the Republic and restoration of their authorities as members of the Riigikogu on 27 March, the authorities of Members of the Riigikogu Ülo Tulik, Andre Sepp, Kaja Kreisman, Juku-Kalle Raid, Mart Nutt, Andres Jalak and Siim Kabrits terminated on 26 March.

With suspension of the authorities of Andres Anvelt, Helmen Kütt, Sven Mikser, Jevgeni Ossinovski and Urve Palo due to their appointment as members of the Government of the Republic, alternative members Barbi-Jenny Pilvre-Storgard, Katrin Saks, Kairit Pihlak and Tiit Tammsaar assumed the office of a member of the Riigikogu on 27 March.

The Chancellor of Justice made a proposal to the Riigikogu to deprive three members of the Riigikogu of deputy immunity.

1. The proposal of the Chancellor of Justice to grant consent for depriving the Member of the Riigikogu Priit Toobal of deputy immunity and for preparing a statement of charges with regard to him was supported. 56 members of the Riigikogu were in favour, 16 were against and one abstained.

2. The proposal of the Chancellor of Justice to grant consent for depriving the Member of the Riigikogu Lauri Laasi of deputy immunity and for preparing a statement of charges with regard to him was supported. 54 members of the Riigikogu were in favour, 17 were against and one abstained.

3. The proposal of the Chancellor of Justice to grant consent for depriving the Member of the Riigikogu Urbo Vaarmann of deputy immunity and for continuing the court proceedings concerning him was supported. 64 members of the Riigikogu were in favour, 13 were against and two abstained.

The Riigikogu passed with 69 votes in favour the Act on Amendments to the Labour Market Services and Benefits Act and the Unemployment Insurance Act (521 SE). The procedure for submission of the application for registration as unemployed and the required documents will become more flexible and simpler. A person has the possibility to submit an application for registration as unemployed or a job-seeker either electronically on the website of the Unemployment Insurance Fund or in a local office of the Unemployment Insurance Fund. Electronic submission of documents also saves time in servicing people at the unemployment insurance fund because the unemployment insurance fund can check whether the data entered in the application conform to the conditions for registration as unemployed and make a decision before the person turns to the unemployment insurance fund. An applicant will be able to view a decision on registration as unemployed or a job-seeker and to choose the time of turning to the unemployment insurance fund. The conditions for registration as unemployed will change. The aim of the amendments is to ensure that the persons who do not have a job and are looking for a job would be registered as unemployed and receive labour market services and benefits and unemployment insurance benefit.

The Riigikogu postponed the deadline for the VEB Fund report from 7 April to 18 June. A total of 65 members of the Riigikogu voted in favour of the Resolution of the Riigikogu “Amendment of the Resolution of the Riigikogu “Formation of the Riigikogu Committee of Investigation to Ascertain the Circumstances of the Proceeding and Satisfaction of the Claims Collected to the VEB Fund”” (606 OE). The postponement of the deadline is due to an underestimation of the initially expected volume of work and the need to perform additional acts and to gather additional information.
