Riigikogu rejected two drafts
The Riigikogu rejected at the first reading the draft Resolution of the Riigikogu “Making a Proposal to the Government of the Republic” (246 SE), submitted by the Estonian Centre Party Faction. It had been intended to make a proposal to the Government to draft, by 1 June 2013, an action plan for reducing the advertising and sale of energy drinks to children and young people, as well as for increasing the health awareness of children and young people. The result of voting: 40 votes in favour, 8 votes against, 2 abstentions. The draft Resolution was dropped from the legislative proceeding because at least 51 votes in favour were needed for this Resolution to be passed.
On the motion of the Social Affairs Committee, the Bill on Amendments to the Medicinal Products Act (252 SE), initiated by the Social Democratic Party Faction, was also rejected at the first reading. It had been intended to provide that, together with granting a marketing authorisation for medicinal products, the State Agency of Medicines would approve the summary of the medicinal product characteristics, the patient information leaflet and the package design, and the Russian and English translations of the information on the composition and active ingredient content and the use and storage of the medicinal product. The result of voting: 41 votes in favour, 28 against. The Bill was dropped from the legislative proceeding.
