The Riigikogu passed with 82 votes in favour the Act on Ratification of the Singapore Treaty on the Law of Trademarks (409 SE), initiated by the Government. The purpose of the Treaty is to harmonise worldwide the procedural provisions related to formal requirements of registration applications and for filing of applications. National and regional systems of the registration of trade marks are simplified and rendered more user-friendly. The details useful in the implementation of the provisions of the Treaty and Model International Forms were provided the Regulations annexed to the Treaty. 

The Riigikogu concluded the second reading of the Bill on Amendments to the Water Act (405 SE), initiated by the Environment Committee. The Bill regulates in detail the order of handling animal manure. The Water Act is amended to the effect that if manure is sent to another person’s handling or storage site by the keeper of animals on the basis of a contract, then a leak-tight manure storage facility with the holding capacity of at least one month must be available at the livestock building or at the handler or elsewhere. The provisions relating to the permit for the special use of water are also specified. 

On the motion of the Legal Affairs Committee, the Riigikogu rejected at the first reading the Bill on Amendments to § 143 of the Law of Property Act (401 SE), initiated by the Estonian Green Party Faction. The result of voting: 49 votes in favour, 6 votes against. The Bill was dropped from legislative proceeding.
