Bill on the Ratification of the Treaty between the Kingdom of Belgium, the Republic of Bulgaria, the Czech Republic, the Kingdom of Denmark, the Federal Republic of Germany, the Republic of Estonia, Ireland, the Hellenic Republic, the Kingdom of Spain, the French Republic, the Italian Republic, the Republic of Cyprus, the Republic of Latvia, the Republic of Lithuania, the Grand Duchy of Luxembourg, the Republic of Hungary, the Republic of Malta, the Kingdom of the Netherlands, the Republic of Austria, the Republic of Poland, the Portuguese Republic, Romania, the Republic of Slovenia, the Slovak Republic, the Republic of Finland, the Kingdom of Sweden, the United Kingdom of Great Britain and Northern Ireland (Member States of the European Union) and the Republic of Croatia concerning the Accession of the Republic of Croatia to the European Union was ratified today by the Riigikogu, with 75 votes in favour. Estonia signed the Treaty on 11 December 2011.

The Treaty determines the accession of Croatia to the European Union, Croatia’s inclusion in the fundamental agreements of the Union, entry into force of the accession agreement, and its ratification. The accession agreement includes an act on the terms of accession of Croatia as well as on amendments to be made in the Treaty of the European Union, Treaty on the Functioning of the European Union and Treaty establishing the European Atomic Energy Community.

Under Article 49 of the Treaty of the European Union, the country who has submitted a request to accede to the Union signs an agreement with the Member States which sets out the amendments in fundamental agreements caused by the enlargement of the Union and the conditions of accessions of the applicant country. The accession agreement amends the fundamental agreements of the Union, which makes the accession agreement part of the primary law of the EU. In order for the accession agreement to enter into force it must be approved by the European Commission, Parliament and Council, and ratified by all Member States.
