The Riigikogu concluded the second reading of two Bills: 

The Riigikogu resumed the second reading of the Bill on Amendments to the Environmental Charges Act (310 SE), initiated by the Government. The Bill amends the distribution of the mineral resources extraction charge received from deposits of national interest and the related fee for the special use of water. The quality and amount of the mineral resources in such mineral deposits is of significant importance for the economic development of the state and the environmental impact of the extraction extends beyond the boundaries of the local government of the location. The aim of the amendment is to equalise, with the charges, the opportunities of local governments to improve living environment. The Estonian Centre Party Faction moved to suspend the second reading of the Bill. The result of voting: 20 votes in favour, 49 against. The motion was not supported. The Bill was sent to the third reading. 

The Bill on Amendments to the Maritime Safety Act (283 SE), initiated by the Government, amends the relevant Chapter concerning the lighthouse dues and the navigation dues in the Maritime Safety Act. According to the Bill, a single waterway due is established to replace these two dues. Also, the current bases for the calculation of the dues are amended. In addition, the maximum limits of waterway dues payable for a ship are established. Benefits will be granted to ships which enter a port several times during a calendar year. The Estonian Centre Party Faction and the Social Democratic Party Faction moved to suspend the second reading of the Bill. The result of voting: 24 votes in favour, 40 against. The motion was not supported. The Bill was sent to the third reading. 

Due to the end of the working hours of the sitting, the first reading of the Bill on Amendments to the Health Insurance Act (325 SE), initiated by the Government, was adjourned. It will be resumed at the additional sitting beginning on Friday, 7 December at 1 p.m.
