Riigikogu discussed amendment of Constitution for enabling public initiative
On the motion of the Constitutional Committee, the Bill on Amendments to the Constitution of the Republic of Estonia for Enabling Public Initiative (395 SE), initiated by 21 members of the Estonian Centre Party Faction, was rejected at the first reading. 44 members of the Riigikogu voted in favour of the motion to reject and 36 members voted against. Thus, this Bill was dropped from the legislative proceeding.
The purpose of the Bill was to establish an opportunity for citizens to initiate draft Acts independently. According to the Bill, at least 25 000 citizens with the right to vote would have had the right to initiate Acts on public initiative.
