On the motion of the Social Affairs Committee, the first reading of the Bill on Amendments to the Social Welfare Act (666 SE), initiated by the Social Democratic Party Faction, was concluded. According to the Bill, the amendments create the possibility for natural persons to make gifts and donations to a person living alone, a family or a member thereof so that the donations are not included in the income of the person living alone or the family or members thereof. The initiator asserted that the amendments would enable parents, children and friends to efficiently support their disadvantaged relative or friend without the subsistence benefit paid to the person being reduced thereby. The Bill was sent to the second reading.
On the motion of the Cultural Affairs Committee,
the Bill on Amendments to the National Broadcasting Act (
669 SE), initiated by the Estonian Centre Party Faction, was rejected at the first reading. 48 members of the Riigikogu voted in favour of the motion to reject and 31 members voted against. Nobody abstained. Thus, the Bill was dropped from the legislative proceeding.
