Riigikogu deliberated problems relating to contracts of employment of directors of nursery schools and schools
On the motion of the Cultural Affairs Committee as the leading committee, the second reading of the Bill on Amendments to the Hobby School Act, the Pre-school Child Care Institutions Act, the Vocational Educational Institutions Act and the Basic Schools and Upper Secondary Schools Act (175 SE), initiated by the Social Democratic Party Faction, the Pro Patria and Res Publica Union Faction and the Estonian Reform Party Faction, was concluded. The aim of the Bill is to transform contracts of employment entered into with directors of hobby schools, vocational educational institutions, basic schools and upper secondary schools, and with heads of pre-school child care institutions into contracts of employment entered into for an unspecified term. In the Acts which are amended by the Bill, the provisions allowing a contract of employment to be entered into with the director or head for a term of up to five years are repealed.
On the motion of the Environment Committee as the leading committee, the Bill on Amendments to the Environmental Charges Act (197 SE), initiated by the Estonian People’s Union Faction, was rejected at the first reading. 41 members of the Riigikogu voted in favour of the motion and 16 voted against, nobody abstained. Thus, the Bill was withdrawn from the legislative proceeding.
