The Riigikogu concluded the first reading of three Bills: 

The function of the Bill on Amendments to § 28 of the Status of Member of the Riigikogu Act (201 SE), initiated by the Constitutional Committee, is to ensure the regulation of participation of Members of the Riigikogu in supervisory boards of companies with state participation, in conformity with the Constitution. The amendment is based on the principle that activities in the supervisory board of a company with state participation is an additional function of a Member of the Riigikogu which helps him or her better perform the main function. The prohibition concerns only such activities as are in conflict with the principle of separation of powers or may in another manner cause a conflict of interests in the activities of the Member of the Riigikogu. According to the Bill, a Member of the Riigikogu may not be employed as the head or a member of the management board of a company with state participation or a state-founded foundation during his or her term of authority. A Member of the Riigikogu may be a member of the supervisory board of a company with state participation, a profit-making state agency or a state-founded foundation, representing the state as owner or founder. The Economic Affairs Committee of the Riigikogu appoints a Member of the Riigikogu a member of the supervisory board and releases him or her from the duties of a member of the supervisory board on the proposal of the relevant minister. The work of a Member of the Riigikogu as a member of the supervisory board is remunerated on the same bases and pursuant to the same procedure as to other members of the supervisory board. A Member of the Riigikogu reports on his or her activities as a member of the supervisory board to the Riigikogu Committee which appointed him or her. The Estonian People’s Union Faction and the Pro Patria and Res Publica Union Faction moved to reject the Bill at the first reading. The motion was not supported. The result of voting: 26 votes in favour, 46 against. The Bill remained in the legislative proceeding. 

The Bill on Amendments to § 63 of the Health Insurance Act (196 SE), initiated by the Estonian Centre Party Faction, with the intention of ensuring benefit for denture also for persons receiving a pension for incapacity for work, a survivor’s pension, a national pension, a superannuated pension and an old-age pension under favourable conditions. At present, only old-age pensioners are entitled to this benefit. 

The Draft Resolution of the Riigikogu on Amendments to “Resolution of the Riigikogu “Formation of Committee on Application of Anti-corruption Act”” (226 OE), submitted by the Estonian Green Party Faction, provides appointment of the current alternate member Maret Merisaar as a member of the Committee. The current member of the Committee Aleksei Lotman is to be appointed an alternate member of the Committee instead of Maret Merisaar.
