The Riigikogu passed with 68 votes in favour by secret ballot the Resolution on the appointment of members of the Supervisory Board of Eesti Pank, submitted by the Chairman of the Supervisory Board of Eesti Pank. Kalev Kallo, Irene Kull, Jürgen Ligi, Enn Listra, Tõnis Palts, Liina Tõnisson and Urmas Varblane were appointed members of the Supervisory Board of Eesti Pank as of 18 February this year. 6 members of the Riigikogu voted against the Resolution and 1 member of the Riigikogu abstained.

 

On the motion of the Cultural Affairs Committee as the leading committee, the first reading of the Bill on Amendments to the Basic Schools and Upper Secondary Schools Act (42 SE), initiated by the same Committee, was concluded. According to the Bill, the manager of a school establishes the conditions of and procedure for the admission to the school and the exclusion from the list of students, including the requirements for the knowledge, skills and experience upon admission to a secondary school (years 10–12) and the procedure for verifying these. The specific authority to establish the respective procedure is provided by a Regulation of the Minister of Education and Research. The initiation of the Bill was motivated by the Supreme Court decision of 19 January 2009 which provides that the Act which is currently in force does not allow the manager of a school to establish other requirements for admission to the upper secondary school besides basic school graduation results upon admission to the upper secondary school. The Bill was sent to the second reading.
 
On the motion of the Environmental Committee as the leading committee, the first reading of the Bill on Amendments to the Ambient Air Protection Act (422 SE), initiated by the same Committee, was concluded. The main objective of the Bill is to provide the principles of the allocation of the national reserve of permitted greenhouse gas emissions. The reserve provided by the allocation plan for permitted greenhouse gas emissions is divided into the reserve for new entrants to the trading system and the joint implementation projects reserve. The motion to amend concerns the principles of the allocation of the reserve for new entrants to the trading system. In the Estonian allocation plan for permitted greenhouse gas emissions, the average total permitted emission for installations for 2008–2012 is 11 832 452 tons of carbon dioxide. The Bill was sent to the second reading.
 
The Resolution “Making a Proposal to the Government of the Republic to Enter into a Bilateral Agreement with the Russian Federation for the Development of the Procedure for Local Frontier Traffic” (397 OE), submitted by the Estonian Centre Party Faction, was not passed at the first reading. 47 members of the Riigikogu voted against the Resolution and 36 members voted in favour, 1 abstained.
