The Riigikogu passed the Resolution On the Appointment of Adviser and Deputy to the Chancellor of Justice (211 OE), submitted by Chancellor of Justice, with 86 votes in favour. The voting took place by secret ballot. Pursuant to the Resolution, Hent-Raul Kalmo was appointed the Adviser and Deputy to the Chancellor of Justice on the proposal of the Chancellor of Justice. The Resolution will enter into force upon signing. Nobody voted against the Resolution, one member of the Riigikogu abstained.
On the motion of the Legal Affairs Committee, the first reading of the Bill on Amendments to the Code of Enforcement Procedure (183 SE), initiated by the Estonian Centre Party Faction, was concluded. The objective of the Bill is to clearly stipulate in the Code of Enforcement Procedure that in addition to the decision of the county governor also a decision of the Minister of Economic Affairs and Communications may serve as an execution document in immovables expropriation procedure (if the expropriation is carried out in order to build or acquire a national road or a public railway), as may a decision by a rural municipality or city government (if the expropriation is carried out in order to build or acquire a local road). The initiator thus believes to put an end to debates on whether the above documents may serve as execution documents in the expropriation procedure. The Bill was sent to the second reading.
