At Thursday’s sitting, the Riigikogu approved with 90 votes in favour the Act on Amendments to the Obligation to Leave and Prohibition on Entry Act.

The purpose of the Act on Amendments to the Obligation to Leave and Prohibition on Entry Act (262 SE), initiated by the Foreign Affairs Committee, is to amend and specify the legal bases for imposing a prohibition on entry on aliens so that they would be in conformity with the international security situation, take into account the risk assessments of security authorities, and create a real and direct connection between the practice of prohibitions on entry and risk assessments.

A total of seven amendments were made to the Act.

As a result of an amendment, in the future, a prohibition on entry can be applied with regard to an alien if the staying of the alien in Estonia may endanger the security of the Republic of Estonia, another European Union Member State, a member state of the Schengen Convention or a member state of the North Atlantic Treaty Organisation, or public order or the health of other persons.

A prohibition on entry can also be applied with regard to an alien if there is information or good reason to believe that the alien has participated in or contributed to violation of human rights in a foreign country which has resulted in the death or serious damage to the health of a person, unfounded conviction of a person for a criminal offence on political motives, or other serious consequences.

The Bill on Amendments to the Water Act (316 SE), initiated by the Government, passed the second reading in the Riigikogu. It will update the provisions on the use of fertilizers concerning agriculture so as to ensure elimination of the shortcomings pointed out within the framework of the infringement procedure concerning the implementation of the Nitrates Directive which the European Commission has initiated against Estonia.
