At Question Time ministers answered the questions of the members of the Riigikogu.
Minister of Education and Research Toivo Maimets answered the question of Andres Tarand about the project for the school of the 21st century, the question of Kaarel Pürg about teachers? salaries, the question of Vladimir Velman about private higher schools and the question of Trivimi Velliste about the objects protected under heritage conservation of the University of Tartu.
Minister Jaan Õunapuu answered the question of Ain Seppik about citizens? permanent address registrations and the question of Ivari Padar about the administrative reform.
Minister of Social Affairs Marko Pomerants answered the question of Helir-Valdor Seeder about the tax reform, the question of Eiki Nestor about social benefits for disabled persons and the question of Tõnis Lukas about the construction of a health education centre.
The alternate member of the Riigikogu Aivar Õun took the oath of office.

The Riigikogu passed the following Act:
The Riigikogu passed with 46 votes in favour the Security Act (12 SE), initiated by the Government of the Republic. The Act stipulates the conditions and procedure for the activities of an undertaking in the provision of security services, the rights and obligations of a security guard and the guarantees prescribed for security guards and the conditions and procedure for the organisation of internal guarding, and regulates the exercising of supervision over the activities of security undertakings and internal guarding and prescribes liability for the violation of the Act.
