The Riigikogu passed with 65 votes in favour the Vocational Educational Institutions Act and Adult Education Act Amendment Act (87 SE), initiated by Members of the Riigikogu Olav Aarna, Jaak Allik and Helmer Jõgi. The amendment to the Act enables the financing of preparatory vocational training from the state budget also in case of students obtaining education in municipal vocational educational institutions and to support municipal vocational educational institutions more comprehensively from the state budget. The amendment to the Adult Education Act concerns the implementation of full-time study and part-time study that will be postponed to the 2004/2005 school-year.  Nobody voted against the Act and nobody abstained.

On the motion of the Social Affairs Committee as leading committee the second reading of the Bill on Amendments to the State Family Benefits Act and § 22 2 of the Social Welfare Act (33 SE), initiated by the Mõõdukad Faction, was concluded. The Bill was sent to the third reading.

On the motion of the Constitutional Committee as leading committee the second reading of the Bill on Amendments to § 26 of the Members of the Riigikogu Salaries, Pensions and Other Social Guarantees Act (86 SE), initiated by the Estonian Reform Party Faction, Union for the Republic – Res Publica Faction and Estonian People’s Union Faction, was concluded. The Bill was sent to the third reading.

On the motion of the Constitutional Committee as leading committee the first reading of the Draft Resolution of the Riigikogu On Amendments to the Resolution of the Riigikogu on the Formation of the European Affairs Committee (150 OE), submitted by the Estonian People’s Union Faction, was concluded. Motions to amend are to be submitted to the leading committee today by 15.30.

Due to the absence of the presenter of the report, the second reading of the Draft Resolution of the Riigikogu On Amendments to the Resolution of the Riigikogu On the Formation of the Security Authorities Surveillance Committee of the Riigikogu (124 OE), submitted by the Security Authorities Surveillance Committee of the Riigikogu, was cancelled.
