At Question Time ministers answered the questions of the members of the Riigikogu.

 

Prime Minister Juhan Parts answered the question of Liina Tõnisson about foreign policy, the question of Ivari Padar about the financing of the rescue service, the questions of Marika Tuus and Heimar Lenk about the state budget of the year 2004.

 

Minister of Defence Margus Hanson answered the question of Trivimi Velliste about the national defence reform.

 

Minister of Internal Affairs Margus Leivo answered the question of Ain Seppik about the pre-trial investigation, the questions of Tunne Kelam and Eiki Nestor about the financing of the Rescue Board and the question of Enn Eesmaa about the state budget of the year 2004.

 

The Riigikogu passed the following Act:

 

The Riigikogu passed with 75 votes in favour the Taxation Act and Land Tax Act Amendment Act (108 SE), initiated by the Government of the Republic. The Act solves the problems cropped up in the implementation of the Taxation Act and harmonizes the text of the Act. The Act enters into force on January 1, 2004.

 

The Riigikogu concluded the second reading of the following Bills:

 

The Bill on Amendments to § 12 of the Chemicals Act (104 SE), initiated by the Government of the Republic.

 

The Place Names Bill (96 SE), initiated by the Government of the Republic.

 

The Bill on Amendments to the Customs Code (99 SE), initiated by the Government of the Republic.

 

The Riigikogu concluded the first reading of the following Bills:

 

The Bill on Amendments to the State Budget Act, Accounting Act, State Audit Office Act, Rural Municipality and City Budgets Act, Local Government Organisation Act, Use of Privatisation Proceeds Act and Income Tax Act (89 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Finance Committee is 5 November, 18.00.

 

The Bill on Amendments to the State Fees Act and State Fees Act Amendment Act (129 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Finance Committee is 5 November, 18.00.

 

The Bill on Amendments to the Alcohol, Tobacco and Fuel Excise Duty Act and Fiscal Marking of Liquid Fuel Act (130 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Finance Committee is 5 November, 18.00.

 

The Bill on Amendments to the Income Tax Act and Social Tax Act (132 SE), initiated by the Government of the Republic. The Mõõdukad Faction moved to reject the Bill at the first reading. The results of voting: 3 votes in favour, 46 against. The motion was not supported. The term for submission of motions to amend to the Finance Committee is 5 November, 18.00.

 

The Bill on the Ratification of the Protocol No. 13 to the Convention for the Protection of Human Rights and Fundamental Freedoms, concerning the Abolition of the Death Penalty in All Circumstances (121 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Legal Affairs Committee is 5 November, 18.00.

 

The Bill on the Accession to the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the Abolition of the Death Penalty (122 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Legal Affairs Committee is 5 November, 18.00.

 

The Consular Bill (114 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Legal Affairs Committee is 5 November, 18.00.

 

The Bill on Amendments to the Code of Enforcement Procedure (115 SE), initiated by the Government of the Republic. The term for submission of motions to amend to the Legal Affairs Committee is 24 October, 12.00.
