The deliberation of tendencies of criminal policy as a matter of significant national importance was held in the Riigikogu, the reports were made by Minister of Justice Ken-Marti Vaher, Minister of Internal Affairs Margus Leivo, Minister of Education and Research Toivo Maimets and the member of the Legal Affairs Committee of the Riigikogu Ain Seppik.

The Riigikogu passed with 60 votes in favour the Resolution of the Riigikogu On the Approval of the Tendencies of the Criminal Policy until the Year 2010 (158 OE), submitted by the Union for the Republic-Res Publica Faction, the Estonian Reform Party Faction, the Estonian People’s Union Faction, the Estonian Centre Party Faction, the Isamaaliit Faction and the Mõõdukad Faction. The tendencies focus on crime prevention in its widest meaning. Arising from the above, the need to make a thorough analysis of the efficiency of implementation of the already passed resolutions concerning criminal policy is expressed. Pursuant to the Resolution, the criminal policy of the Government of the Republic, aimed at crime prevention, is implemented first of all by the Ministry of Justice, Ministry of Internal Affairs, Ministry of Social Affairs and the Ministry of Education and Research, and the Government makes an annual report about the realization of the tendencies of criminal policy to the Riigikogu by November 1 at the latest.  No member of the Riigikogu was against, no one abstained.
