The Riigikogu concluded the second reading of the Bill on Amendments to § 43 of the State Pension Insurance Act (352 SE and 380 SE).
The Riigikogu concluded the first reading of the Flag of Estonia Bill (470 SE), initiated by the Constitutional Committee.
Comparing to the valid National Flag Act, the Bill makes the procedure for hoisting and use of the flag of Estonia more liberal. At the same time the Bill stipulates the obligation for major state agencies to hoist the flag permanently. The number of flag days in the Bill has been increased from present 14 to 16. ?It is likely that the number of flag days will be one of the most important items of deliberation for the representatives of the people in the future proceeding,? Chairman of the Constitutional Committee Urmas Reinsalu said. Among other things the Bill makes amendments to the National Holidays Act. Pursuant to the amendments, the organisation of public events which do not fit with the Day of Mourning on June 14, will be prohibited. The term for submission of motions to amend to the Constitutional Committee is 2 November, 6 p.m.
On the motion of the Constitutional Committee the Riigikogu rejected from the proceeding the Draft Resolution of the Riigikogu on the Formation of the Riigikogu Study Committee to Analyse the Employment Problems in Ida-Virumaa and South-Eastern Estonia (455 OE), submitted by ten members of the Estonian Centre Party Faction.
Due to the end of the working hours of the sitting, the first reading of the Bill on Amendments to the Unemployed Persons Social Protection Act and the Social Welfare Act (411 SE), initiated by the Riigikogu Study Committee for Enhancing the Prevention of HIV, AIDS and Drug Addiction, was suspended. The legislative proceeding of the Bill will be resumed on Wednesday?s sitting.
