The Riigikogu passed with 63 votes in favour the Resolution of the Riigikogu On Amendments to the Resolution of the Riigikogu On the Formation of the European Affairs Committee (150 OE), initiated by the Estonian People’s Union Faction. Pursuant to the Resolution, Tiit Mae was appointed as member of the European Affairs Committee instead of Vello Tafenau and Vello Tafenau instead of the alternate member Jüri Saar. Nobody voted against the resolution and nobody abstained.

On the motion of the Cultural Affairs Committee as leading committee the second reading of the Bill on Amendments to the Organisation of Research and Development Act (116 SE), initiated by the Government of the Republic, was concluded. The Bill was sent to the third reading.

On the motion of the Union for the Republic ? Res Publica Faction the second reading of the Bill on Amendments to the Republic of Estonia Education Act and Education Allowances and Educational Loans Act (142 SE), initiated by the Union for the Republic ? Res Publica Faction, Estonian Reform Party Faction and Estonian People’s Union Faction, was suspended. Motions to amend are to be submitted to the leading committee by 10 November, 10.00.

On the motion of the Cultural Affairs Committee the second reading of the Bill on Amendments to § 27 of the Pre-School Child Care Institutions Act (141 SE), initiated by the Union for the Republic ? Res Publica Faction, Estonian Reform Party Faction and Estonian People’s Union Faction, was concluded. The Bill was sent to the third reading.

The Riigikogu passed with 60 votes in favour the Resolution of the Riigikogu On the Appointment of Auditor to Audit the Activities of the State Audit Office in 2003 (153 OE), initiated by the Finance Committee. Pursuant to the Resolution, auditor of AS PricewaterhouseCoopers Urmas Kaarlep was appointed as auditor. Nobody voted against the resolution and nobody abstained.

On the motion of the Constitutional Committee as leading committee the first reading of the Bill on Amendments to the European Parliament Election Act (138 SE), initiated by the Isamaaliit Faction, was concluded. Motions to amend are to be submitted to the leading committee by 20 November, 18.00.
