Minister of Foreign Affairs Kristiina Ojuland made a political statement before the Riigikogu, wherein the Government of the Republic expressed its deep concern about the situation in Ukraine, which has developed in connection with the elections of the President. ?The Government of the Republic expresses regret that the authorities of Ukraine have not fulfilled the obligation taken at the international level to give the Ukrainian people a possibility to express its wish in determining the future of the state?, was written in the statement. The Government also called the Ukrainian authorities to show political respect towards the will of their own people and to act as appropriate for a democratic state of the 21st century. All the factions of the Riigikogu expressed their support to the statement of the Government.

 

The Riigikogu passed the following Acts:

 

The Riigikogu passed with 70 votes in favour (2 abstentions) the Credit Institutions Act and Commercial Code Amendment Act (414 SE), initiated by the Government of the Republic. The purpose of the Act is to bring the regulation of credit institutions into full compliance with the law of the European Union.


The Riigikogu passed with 67 votes in favour the Act on the Ratification of the Agreement between Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway and Sweden concerning the Nordic Investment Bank and the Payment Agreement between the Republic of Estonia and the Nordic Investment Bank (510 SE), initiated by the Government of the Republic.  The purpose of the Act is to ratify the Agreement, on the basis of which Estonia will become a member of the Nordic Investment Bank, and the Payment Agreement, which stipulates the fulfilment of Estonia?s proprietary obligations to the Bank.


The Riigikogu concluded the second reading of the Insurance Activities Bill (442 SE), initiated by the Government of the Republic.

 

The Riigikogu suspended the second reading of the Bill on Amendments to the Local Government Organisation Act (407 SE), initiated by the Government of the Republic.

 

The Riigikogu concluded the first reading of the Bill on Amendments to the Local Government Council Election Act (457 SE), initiated by Members of the Riigikogu Andres Herkel, Peeter Kreitzberg and Eiki Nestor. 

 

On the motion of the Reform Party Faction the Riigikogu withdrew the Bill on Amendments to the Local Government Council Election Act (443 SE), initiated by the Isamaaliit Faction, from the legislative proceeding. 43 members of the Riigikogu were in favour of the withdrawal of the Bill from the legislative proceeding, 15 members of the Riigikogu were against it.


Due to the end of the working hours of the sitting, the first reading of the Bill on Amendments to the Basic Schools and Upper Secondary Schools Act (445 SE), initiated by Members of the Riigikogu Olev Laanjärv, Mark Soosaar, Peeter Kreitzberg, Jaanus Marrandi, Sven Mikser, Liina Tõnisson and the Social Democratic Party Faction, was suspended.
