The Riigikogu passed the following Acts and Resolutions:


The Riigikogu passed with 56 votes in favour (2 votes against) the Citizenship Act Amendment Act (393 SE), initiated by the Government of the Republic. The Act establishes the procedure, which enables the exemption of citizenship applicants from the exams of the Estonian language and knowledge of the Constitution and the Citizenship Act or partial passing of the named exams, taking into account the state of health of citizenship applicants.
 
The Riigikogu passed with 64 votes in favour the Earth?s Crust Act (409 SE), initiated by the Government of the Republic. The Act establishes the procedure and the principles for the survey, protection and use of the earth? s crust and with a view to ensure economically purposeful and clean use of the earth? crust.


The Riigikogu passed with 67 votes in favour (2 votes against) the Machinery Safety Act Amendment Act (435 SE), initiated by the Government of the Republic. The Act makes two types of amendments to the valid Machinery Safety Act: the amendments, necessary for the harmonisation of the Estonian law system with the Directive 2000/14/EC[1] and the amendments, necessary for its better implementation.

The Riigikogu passed with 47 votes in favour (9 votes against) the Act on Amendments to the Alcohol, Tobacco and Fuel Excise Duty Act and Associated Acts (450 SE), initiated by the Government of the Republic.  The purpose of amendments to the Alcohol, Tobacco and Fuel Excise Duty Act is to harmonise the valid Alcohol, Tobacco and Fuel Excise Duty Act with the Energy Taxation Directive and to harmonise the excise duty rates of cigarettes and smoking tobacco, proceeding from the obligations, taken by Estonia with the Treaty on Accession to the European Union.


The Riigikogu passed with 54 votes in favour the Gambling Tax Act Amendment Act (451 SE), initiated by the Government of the Republic. The purpose of the Act is, through the adjustment of rates, to check the total number of gambling machines and gambling tables.

The Riigikogu passed with 49 votes in favour the Resolution of the Riigikogu On Amendments to the Resolution of the Riigikogu On the Formation of the Riigikogu Committee of Investigation into the Depletion of the State Grain Reserve (473 OE), submitted by the Estonian People?s Union Faction, the Union for the Republic ? Res Publica Faction and the Estonian Reform Party Faction. On the basis of the Resolution the six-member committee of investigation is formed, wherein all the factions of the Riigikogu are represented. The term for the Committee?s work will be March 31, 2005.


The Riigikogu passed with 56 votes in favour the Act on the Accession to the Convention drawn up on the basis of Article K.3 of the Treaty on European Union, relating to Extradition between the Member States of the European Union (399 SE), initiated by the Government of the Republic. The objective of the Convention is to make amendments to the existing agreements regulating the extradition between the Member States of the European Union. The need to accede to the Convention arises from Article 3 (4), of the Act of Accession, added to the Accession Treaty.


The Riigikogu passed with 55 votes in favour the Act on the Accession to the Convention drawn up on the basis of Article K.3 of the Treaty on European Union, on Simplified Extradition Procedure between the Member States of the European Union (401 SE), initiated by the Government of the Republic. The objective of the Convention is to enable the Member States of the European Union the extradition of persons by way of an accelerated procedure, on the condition that the person has agreed on his/her extradition. The Convention amends the Extradition Convention of 1957 of the Council of Europe, the accession to it is a part of acquis communautaire.
 
The Riigikogu passed with 50 votes in favour the Act on the Accession to the Convention on the Protection of the European Communities? Financial Interests and to the Protocols Thereto (406 SE), initiated by the Government of the Republic.  The Convention on the protection of the financial interests of Europe has been worked out for the criminalisation of frauds damaging the interests of the European Communities in all the Member States of the European Union. The objective of the first Protocol to the Convention on the Protection of the European Communities? Financial Interests is to criminalise corruption (criminal offence related to an office). The second Protocol is drawn up for the purpose to criminalise money laundering and to determine the liability of legal personalities in committing offences, provided in the Convention on the Protection of the European Communities? Financial Interests and the Protocols.


The Riigikogu passed with 52 votes in favour the Act on the Accession to the Convention drawn up on the basis of Article K.3, (2)(c) of the Treaty on European Union on the Fight against Corruption involving Officials of the European Communities or Officials of the Member States of the European Union (416 SE), initiated by the Government of the Republic. The purpose of the Act is to improve the legal cooperation, aimed at incidents of corruption, connected with the officials of the European Communities or the officials of the Member States.

The Resolution of the Riigikogu On the Approval of the Report on the Implementation of the State Budget of 2003 (400 OE), submitted by the Government of the Republic, was passed with 47 votes in favour (13 votes against). The purpose of the Resolution is to give information about the implementation of the state budget of 2003 and proprietary obligations of the state. 

The Riigikogu concluded the second reading of the following Bills:

The Bill on Amendments to the Social Welfare Act and the Social Benefits for Disabled Persons Act and Associated Acts (439 SE), initiated by the Government of the Republic.


The Bill on Amendments to the Social Welfare Act (463 SE), initiated by the Government of the Republic.


The Electronic Communications Bill (404 SE), initiated by the Government of the Republic.

The Riigikogu concluded the first reading of the Bill on the Ratification of the Agreement between Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway and Sweden concerning the Nordic Investment Bank and the Payment Agreement between the Republic of Estonia and the Nordic Investment Bank (510 SE), initiated by the Government of the Republic. 


Due to the end of the working hours of the sitting, the second reading of the Bill on Amendments to the Electricity Market Act and State Fees Act (303 SE), initiated by the Government of the Republic, was suspended. The legislative proceeding of the Bill will be resumed on Wednesday?s sitting.
